ADVANCE CONTRACT AWARD NOTICE (ACAN) - Number - 2022-01N
An ACAN is a public notice indicating to the Supplier community that the Town of Grand Bay-Westfield intends to award a contract for goods, services or construction to a pre-identified Supplier.
However, before awarding a contract, the Town wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during a fifteen (15) calendar day posting period.
If other potential Suppliers submit statements of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the Town of Grand Bay-Westfield will proceed with a competitive bidding process in order to award the contract.
If no other Supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be negotiated to the pre-selected supplier.
OVERVIEW OF INTENDED PURCHASE
The Town of Grand Bay-Westfield currently contracts winter road maintenance to AVL Construction Group with the current contract ending on April 30th 2023. A tender process was conducted in 2022 for a new 5-year contract for winter road maintenance. Upon review of the submitted tenders it was determined for winter road maintenance services that it would be more cost effective to be performed directly by the Town. To perform these services, the Town needs to acquire the equipment that is required
for winter road maintenance.
The Town conducted market research to ascertain the ability of acquiring the required equipment in the timeframe required such that Town employees can be trained to operate the equipment before winter road maintenance is taken over by the Town.
Due to supply chain constraints and the technical capabilities involved, the Town believes that AVL Construction Group is the only qualified supplier to provide all the necessary equipment for winter road maintenance in the Town in the timeframe required.
The Town of Grand Bay-Westfield intends to enter into an agreement with AVL Construction Group for winter road maintenance goods, supplies, equipment and buildings with the following minimum requirements:
1. One 2022 Loader with 3.66 yd bucket and 12 ft reversible plow;
2. One 2016 Single Axle truck with 8 yd all season spreader body, left side discharge, spreader controls, integrated GPS and Roadwatch system, 11 ft reversible plow and 9 ft wing;
3. One 2016 Tandem with 12 yd V Hopper spreader body, left side discharge, spreader controls, integrated GPS and Roadwatch system, 12 ft reversible plow with 11 ft wing;
4. One 2017 Tandem with 12 yd slide-in spreader body, rear discharge, spreader controls, integrated GPS and Roadwatch system, 12 ft reversible plow with 11 ft wing;
5. One 2017 8 yd all season spreader body, left side discharge, spreader controls, integrated GPS and Roadwatch system, 11 ft reversible plow with 9 ft wing;
6. One 2017 F350 or equivalent rear wheel 4x4 regular cab, 9 ft flat body with 1 yd spreader body, rear discharge with 8ft-6inch power angle plow;
7. One 2016 F350 or equivalent rear wheel 4x4 regular cab, 9 ft flat body with 1 yd spreader body, rear discharge with 8ft-6inch power angle plow;
8. One 60 ft x 12 ft mobile trailer office space located at 6 Shannon Road, Grand Bay-Westfield, NB;
9. One 40 ft x 30 ft steel building with all the existing contents including tools, supplies, security cameras, benches, and miscellaneous items.
Conditions of sale for all vehicles:
1. All vehicles to be turned over to the Town of Grand Bay-Westfield on May 1st, 2023;
2. All vehicles to have a valid vehicle registration at the time of turn over om May 1st, 2023;
3. All vehicles to have a valid MVI for the remainder of 2023;
4. All GPS/Roadwatch accounts to be transferred to the Town effective May 1st, 2023.
Condition of sale for all buildings:
1. Buildings purchases are as is where is effective May 1st, 2023;
2. Effective May 1st, 2023, the NB Power account is to be transferred to the Town of Grand Bay-Westfield for both buildings;
3. The mobile trailer office space includes all fixtures, tables, desks, and shelves, whether attached or free standing;
4. Property taxes to be split and prorated at time of sale, with remaining 8 months from May to December being paid by the Town of Grand Bay-Westfield.
SUBMITTAL OF "STATEMENT OF CAPABILITIES":
Suppliers who consider themselves fully qualified and capable of meeting all the minimum requirements may submit a "Statement of Capabilities" in writing to the contact person identified in this Notice on or before the Closing Date of this Notice. The statement of capabilities must clearly demonstrate how the Supplier meets or exceeds the requirements outlined herein.
The Closing Date and Time for accepting statements of capabilities is Wednesday December 14th at 11:00am (ATLANTIC TIME).
