Notice of Intent to Award Design and Construction Services for Dike Repair at the Main Dike Breach for the City of Abbotsford

Notice is hereby given by the City of Abbotsford of its intent to award a contract to Kerr Wood Leidal Consulting Engineers (KWL) for the Design and Construction services for repair of the main dike breach for City of Abbotsford.

Background:

The November 2021 extreme weather event has caused flooding in various parts of the City, and most notably the widespread flooding in the Sumas Prairie, due to the Nooksack River overflow from Whatcom County in the United States.
As part of the post disaster recovery, the City is must repair the temporary repair works that were undertaken at the main dike breach in Sumas Prairie. This involve constructing a low permeability barrier along the core of the dike repair to achieve the performance intended by the Provincial design Guidelines.
During the November 2021 extreme weather event the City retained KWL to provide emergency repair services to seal the breaches, raise the crest and repair other damaged sections of the Sumas River dike in Abbotsford. Due to their existing knowledge of the temporary repairs to the Dike and the need to have the dike repaired before fall of 2022 the City plans to retain KWL to provide engineering consultant services for Design and Construction services to be completed in 2022, in the estimated amount of $80,000, plus GST.

Notice of Objection

Anyone wishing to object to this decision must email their objection by May 20, 2022 before 2:00 pm, local time Attention: Tim McBride, Acting Senior Manager, Procurement

Service providers objecting must provide specific reasons for their objection, along with a statement of their qualifications, eligibility, and ability to provide services of the same or better quality, within the required time frame, as these will be the key criteria with regard to the consideration of the service provider's objection.
