Notice of Intent to Award a Contract

Notice is hereby given by the City of Abbotsford of its intent to award a contract to CentralSquare Canada Incorporated for the following services on behalf of the City of Abbotsford:

Provision of Software Maintenance and Support for the Tempest Land Management System

Background

The Tempest Land Management System is the City of Abbotsford's billing and collection system for Property tax, Utilities, Cash, and Dog Licensing and more. The Tempest system is composed of a client/server application (back end office) and web applications (public sites). CentralSquare is the supplier for the Tempest system.

Scope of Services

The supplier will issue regular software updates for the Tempest Land Management System to address known functional or technical issues, incorporate tax changes as directed by provincial legislation, and add functionality. The supplier will also provide support to City staff for technical or functional problems. These services are commonly referred to as software maintenance and support.

Intent of Direct Award

The City intends to award the contract for Tempest software maintenance and support to CentralSquare for a period of 7 years commencing January 1, 2023 at a total anticipated cost of $800,000 plus GST.

The justification for the direct award includes the following factors:

· CentralSquare develops, sells, maintains and supports the Tempest Land Management System.

· CentralSquare has extensive experience collaborating with municipalities to deliver, update and enhance the Tempest Land Management System.

Suppliers objecting must provide specific reasons for their objection. The supplier's ability to provide services of the same or better quality, within the required time frame will be the key criteria with regard to the consideration of supplier objections.
