Description

The management of Fair, Safe & Healthy Workplaces in Ontario is currently administered by both the Ministry of Labour, Training and Skills Development (MLTSD) and key stakeholders. The Fair, Safe & Healthy Workplaces Division within MLTSD ensures the health and safety and fairness within Ontario workplaces. The division develops enforcement strategies for programs under the Employment Standards Act, 2000 (ESA), and the Employment Protection for Foreign Nationals Act, 2009 (EPFNA). The division also provides strategic and technical implementation support to the health and safety of workers.

Government recently made amendments to the, Employment Standards Act, 2000 (ESA) and Employment Protection for Foreign Nationals Act, 2009 (EPFNA to establish a licensing framework for Temporary Help Agencies (THAs) and recruiters

The Ministry of Labour, Training and Skills Development (MLTSD) is looking to implement a modernized, IT digital delivery system to support a new licensing program for Temporary Help Agencies (THA) and Recruiters in Ontario to be operational for 2023-2024. MLTSD estimate there would be approximately 8000 licensees. This channel will provide access to online services through a client-facing digital solution.
Scope of Work
The Ministry is seeking information on a solution that can provide a platform that allows the ministry to create a workflow for all processes from start to finish regarding applications inputted by Temporary Help Agencies (THA’s) and recruiters. The platform should be able to provide various management modules as well that allows the following but not limited to:
Public Portal for THA’s and recruiters
Contact Management
Employer Account Management
Case Management
Case Ownership
Issues Management
Tasks Management
Case & Issue Workflows
Administrative
Activity Management
Inquiries Management
Notifications and Reminder
Payment Interface
Document Management
Compliance and Enforcement

User Management for Ministry

Mobile Accessibility

The Ministry would like to have a platform that can provide these features above. The solution will reduce the amount of manual processes, data duplications, and an overall improved application.
