Notice is hereby given that Provincial Health Services Authority (PHSA) (the "Health Authority"), intends to directly award a Contract to the following supplier to provide radiotracer quality control software for BC Cancer's Cyclotron system at an estimated value of $118,526 CAD

In accordance with applicable trade agreements PHSA, has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Rationale:
The cyclotron at BC Cancer is the only Health Canada licensed production facility in BC that supplies radiotracer to 4 PET/CT scanners provincially. Radiotracer Quality Control is a critical part of meeting Health Canada standards for FDG production and is used to ensure product quality before being released for clinical patient use. The Lablogic Laura Solution has been found to be the only product that meet the needs of all four equipment types operated by BC Cancer. The Laura Solution software package is the only product available that is compatible with Windows 10 and with all QC equipment used by the BC Cancer cyclotron QC team. Additionally, this software is also compatible with the PET-specific proprietary Laboratory Information Management System (LIMS) within the cyclotron area.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Diane Lindsay, Buyer by email before 2:00pm Pacific Time, December 30th. PHSA will review any and all issues received by this date and provide due consideration to each objection.
