OVERVIEW:
The purpose of this Request for Proposal is to invite submissions from qualified firms with demonstrated experience to provide a Proposal, in compliance with the Terms and Conditions, Terms of Reference, and Appendices stated herein, to provide Managed Detection and Response Security Services consisting of, but not limited to, Endpoint Detection and Response (EDR), network Detection and Response (NDR), Security Information and Event Management (SIEM), and Intrusion Detection System (IDS),
designed to actively monitor the City of Moncton's network for attempted breaches or potential threats.
Through this RFP process, the City is seeking a reliable and robust MDR solution which delivers the following services twenty-four (24) hours per day, seven (7) days per week, three hundred and sixty-five (365) days per year:
- Differentiates based on detection use cases for credible threats
- Differentiates based on network, cloud, and endpoint data
- Differentiates based on a clear method for reducing false positive incidents
- Employs staff with in-depth skills and expertise in threat monitoring, detection and hunting, threat intelligence (TI), and incident response.
- Employs processes that include a standard playbook of workflows and procedures.
Additionally, the City of Moncton and/or Vendor must be able to declare an incident and the Vendor must provide incident response support to allow the City to be able to conduct its business. These services are intended to enhance the City's security posture and reduce its risk of a security breach.
ELIGIBILITY OF PROPONENTS:
Proposals will be considered from established and experienced firms in the business of providing a leading-edge, comprehensive Managed Detection and Response (MDR) solution which meets or exceeds the technical and functional requirements identified herein which has been on the market for a minimum of five (5) years. Firms responding to this RFP must also demonstrate that they are financially stable and can provide a minimum of five (5) client references for whom they have provided a MDR
solution which is identical to the system being proposed in response to this RFP.
PROPOSED CONTRACT TERM:
The proposed term of this agreement shall be for a five (5) year period, commencing from the date of award. The City may exercise an option to renew the agreement for up to five (5) additional twelve (12) month periods, if it is in the City's best interest to do so.
