INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE HALIFAX REGIONAL MUNICPALITY

Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
a lease term of approximately 15 years, commencing on or about May 1 st , 2023, plus the option to terminate the lease anytime on or after the 30th day of April 2033 provided written is given at least six (6) months prior;
approximately 247.7 usable square metres (um 2 ) of contiguous office space, 3590.0 um 2
of contiguous warehouse space, and six (6) reserved parking spaces and 4 oversized parking stalls suitable for oversize vehicles (cube van and flatbed trailer)
the proposed space must be available approximately 20 weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;
the proposed space must be located with the official boundaries of the Halifax Regional Municipality and located within the following business/industrial parks:
Burnside Industrial Park
Bedford Industrial Park
Bedford Commons
Sackville Business Park
Woodside Industrial Park
Westway Park (West Bedford)
the proposed space must be accessible by public transit. The transit stop must be located no more than 500 metres walking distance from the building entrance. Walking distance shall be calculated using sidewalks and crosswalks and the frequency of service must not be greater than 30 minute intervals between the hours of 0700 hours and 1800 hours, Monday to Friday inclusive; there must be an accessible walking route between the public transit stop and the building;
or
the proposed space must have commercial or municipal parking located no more than 500 metres walking distance to the building entrance closest to the potential office space. Walking distance shall be calculated using sidewalks and crosswalks;
or
if either of the above requirements cannot be achieved then an additional 6 spaces is required for employee parking must be located no more than 500 metres walking distance to the building entrance.
the proposed space must be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:
1. The proposed space must be contiguous on one floor at grade level.
2. Ramp slopes for the loading dock and grade level access shall be suitable for use by large trucks and semi-trailers.
3. The proposed space shall provide sufficient access (in the Lessee’s sole discretion) to the loading docks allowing for easy access of large trucks and trailers, requiring a turning radius of 25 meters for 16.16 meter long Tractor Trailers. The distance is to be measured from the center line and face of the overhead doors. The turning radius is for the exclusive use of the Lessee and is not intended for the parking of vehicles and/or storage of equipment by anyone other than the Lessee.
4. The proposed space shall have two loading dock facilities to each of the two (2) Warehouse Areas.
Warehouse A – CCG Shipping and Receiving Area
One (1) dock facility to the Shipping and Receiving Area with convenient access shall be provided with an insulated steel electrically operated door, with sufficient height (min height of 4267mm X 4115mm wide) to accommodate a highway tractor trailers, with dock levelers / hydraulic ramp, dock/weather shield and bumpers.
One (1) dock facility to the Shipping and Receiving Area with convenient access shall be provided with an insulated steel electrically operated 3048mm high X 2591mm wide door for non-standard size trucks. There shall be 610mm from ground level to bottom of door. Facility shall be complete with dock / weather shield and bumpers.
Warehouse B – RPSS
Two (2) dock facilities to the warehouse with convenient access shall be provided with insulated steel electrically operated doors, with sufficient height (min height of 4267mm) to accommodate a highway tractor trailers, with dock levelers / hydraulic ramp, dock/weather shield and bumpers.
5. The Warehouse “A” CCG Shipping and Receiving Area shall be serviced by at least one pedestrian door to the exterior, and at least one access door to the office space. Warehouse “B” RPSS shall be serviced by at least one pedestrian door to the exterior. All such doors must be insulated 16 gauge steel, minimum 900mm X 2100mm with welded steel frame.
6. The proposed loading ramps/docks must be of sufficient size and configuration to provide for ground loading and unloading of tractor trailer units and to allow for easy maneuverability and safe and convenient access to loading areas and adjacent streets.
7. The proposed space requires minimum ceiling height shall be 2440 mm, to a maximum of 3050 mm, measured from the top of the finished floor to the underside of the suspended ceiling. The minimum height from the top of the finished floor to the underside of a bulkhead is 2440 mm.
8. 150 m2 of the proposed office space shall have a ceiling height of 3048mm, required for high stacking shelves and the proposed warehouse spaces require a minimum clearance height of 6.40 meters from the floor to the underside of the lowest structural member of the ceiling
9. Adequate power to operate forklift chargers: 600V power shall be provided in the warehouse portion of the Leased Premises.
the physical characteristics of the land and building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended users intended use of the accommodation;
PWGSC may not consider spaces or building that do not provide an acceptable configuration , are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety and/or security requirements or not currently properly zoned;
on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s
Standards for Leased Accommodation , a copy of which may be obtained from the contact listed in Section F.
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandatories should provide their response by November 25, 2021. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the at the “Reliability” level, approved and granted by the Contract Security Program (CSP) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PWGSC at

This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
