C0009-22 - Department-wide Job Design, Description and Process Mapping Project

The department of Jobs, Economy and Innovation requires the preparation of clear, accurate and consistently high-quality job descriptions for up to 338 positions under the department’s new organizational structure, as well as process maps and checklists to assist staff with navigating the subsequent classification and recruitment processes.
In February 2021, the department implemented a new organizational structure that transformed its structure from one based on line-of-business, to one organized around function.
This transformation has resulted in the need across the department to update existing job descriptions and to create new job descriptions for classification and for recruitment to vacant positions. At the same time, staff must continue to deliver on the government’s priorities of economic recovery and growth, and support Alberta businesses and communities hit hard by the COVID-19 pandemic, while also dealing with a high-vacancy rate within the department. Consequently, managers from across the department require experienced, hands-on service to design and draft job descriptions, so that they can proceed with recruiting the resources required to deliver successfully on the department’s priorities. An enterprise-level view of all of the positions within the department is required to understand relationships and requirements, to assess where common role profiles could be created, and to ensure that all job descriptions are clear, accurate and of consistently high-quality.
Staff are also navigating new classification and recruitment processes, both internal and external to the department, as a result of implementation of the Government of Alberta’s new Enterprise Resource Planning System, 1GX (One Government eXperience), based on the SAP Business Network applications. The department requires integrated process maps and checklists, that can be modified and updated as necessary, to assist staff with completing all of the necessary steps and approvals required by the department and the Public Service Commission both offline and within 1GX for the classification and recruitment processes.
