INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE CITY OF SAINT JOHN, NEW BRUNSWICK

Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
a lease term of approximately ten (10) years, commencing on or about August 1, 2023, plus an option to extend the lease for five (5) additional years.
approximately 225.7 usable square metres (um 2 ) of contiguous office space and three (3) reserved parking spaces. An additional four (4) reserved parking spaces are required in the event no commercial parking is available within 500 metres (measured by existing sidewalks and crosswalks) of the building containing the proposed space;
the proposed space must be available approximately eighteen (18) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;
the proposed space may be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:
the proposed space should be within an office or commercial building; industrial type buildings and those with industrial space will not be considered;
the proposed space must be contiguous on one floor at ground level or on a floor which is accessible by elevator and capable of accommodating a rolling file system; Filing system load specifications are to be suitable to support a specified uniformly distributed live loading of 6.0186 kPa for a rolling file system.
the physical characteristics of the land and the building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended user’s intended use of the accommodation;
PWGSC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.
The proposed space must be located in the city of
Saint John, Brunswick
and within the following boundaries (the geographical boundaries include sites on either side of the roads).
Starting at the intersection of Red Head Road and Bayside Drive going in a Northerly direction along Bayside Drive to Mt. Pleasant Avenue East;
Turn right onto Mt. Pleasant Avenue East to McDonald Street.
Turn right onto McDonald Street and turn left onto Loch Lomond Rd. Continuing on Loch Lomond which turns in to Thorne Ave. Continuing on Thorne Avenue, merging on to Rothesay Ave exiting on to Crown St., continue on to Crowne street until it turns in to Mt. Pleasant Avenue, following along on Mt. Pleasant Ave until it turns into Arrow Walk Rd.
Arrow Walk Rd turns in to Hawthorne Ave. Follow along Hawthorne Ave and turn right onto Sandy Point Rd.
Follow along Sandy Point Rd., turning left onto Thornbrough St. Continue on Thornbrough St and turn right on to Somerset St.
Stay on Somerset St until Millidge Ave. Turn left onto Millidge Ave. Follow Millidge Ave up to Adelaide St., stay on Adelaide St all the way to Main St. Turn Left on to Main St until Douglas Ave. Turn right onto Douglas Ave. Take Douglas Ave to Chesley Dr., turn right onto Reversing Falls Bridge. Continue on Bridge Rd., turning left onto Lancaster Ave. Stay on Lancaster Ave. until Dunn Ave., turn right on to Dunn Ave.
Follow Dunn Ave until Cushing St., turn right onto Cushing St. until Sand Cove Rd. Turn left on to Sand Cove Rd. Follow Sand Cove Rd. to Fundy Dr. Turn left onto Fundy Dr.
Continue on Fundy Dr. until Centre St. Turn right onto Centre St. following Centre St up to Pleasant St. Turn left onto Pleasant St. heading towards Sea St. Turn left onto Sea St. to Beaconsfield Ave. Turn right on Beaconsfield Ave. continuing on to Lowell St. Turn right on Lowell St.
Keep on Lowell St, up to City Line. Turn left on to City Line, continuing onward to St. James St West., Turn right onto St. James St. West and then right again onto Digby Ferry Rd. Take Digby Ferry Rd to Suffolk St. Turn left onto Suffolk St., following Suffolk St to Germain St. West. Turn right onto Germain St. West, then left onto Ludlow St. Take Ludlow St. to St. John Street. Turn right onto St. John Street, then turn left onto Market Place. Follow Market Place to Highway 1.
Take Highway 1, traveling North, and exit on to Water St. Follow Water St, which turns into Lower Cove Loop. Continue on Lower Cove Loop as it turns in to Broad St. Continue on Broad St. until it changes to Crown St. Follow Crown St, to the Courtenay Bay Causeway. Turn right on to the Courtenay Bay Causeway. Follow along Courtenay Bay Causeway back to the intersection of Bayside Dr & Mt Pleasant Ave. East.
on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s
Standards for Leased Accommodation , a copy of which may be obtained from the contact listed in Section F;
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by July 19, 2021. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Contract Security Program (CSP) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PWGSC at

This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
