The National Research Council Canada (NRC) has a requirement for the supply of an ultrasensitive spectrometer for NIR spectroscopy of quantum dots. The spectrometer, consisting of a monochromator and two cameras, must meet all of the technical requirements as specified below. The requirement must include all of the following:

As a requirement of the Supply Arrangement, this notice is published on Buy and Sell Canada for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.
Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.
Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI /C from Buyandsell.gc.ca and submit a response as per the requirements of the Request for Supply Arrangement.
Requirement:
A high resolution monochromator (focal length at least 750mm) capable of housing two detectors with automated beam deflection between detectors, an interchangeable grating turret, including one turret supporting three gratings, and fully integrated software control of calibration, data acquisition via the cameras, and data analysis, in a single program. The control software must be capable of seamless integration with our in-house developed code, which is configured to control existing instrumentation through the commercial software, LightField®.

The requirement must work and operate at all times in accordance with the following mandatory technical requirements.
Mandatory Technical Specifications
Monochromator
The monochromator must have 2 user-controlled motorized entrance slits that are imaged on to the 2 cameras, with width adjustment from
2mm.
All mirrors and gratings within the spectrometer must be silver (Ag) coated, with >98% reflectivity on the mirrors for wavelengths of 0.4um to 1.7um.
The monochromator must permit direct free-space imaging on to each of the entrance slits.
The monochromator must be equipped with two fibre couplers for FC-connections and SMA-connections, including micrometer control of the fibre end facet relative to the monochromator entrance slit, one for each entrance slit.
The monochromator must be equipped with 2 internal entrance slit shutters that are controlled by the spectrometer software.
The monochromator must be designed and calibrated for use with an interchangeable diffraction grating turret with the following gratings:
A ruled grating with groove density 150/mm and blaze wavelength 1.25um;
A ruled grating with groove density 1200/mm and blaze wavelength 0.9um;
A ruled grating with groove density 1000/mm and blaze wavelength 1.31um.
Reproducibility of the grating position must be better than 0.004nm for > 20 cycles of the position.
Spectral resolution 0.03nm or better measured with the CCD camera and 1200 line grating.
The monochromator must be equipped with any adapter plates necessary for mounting each of the two cameras at one of two exits planes.
The monochromator and control software must be software- and hardware-compatible with a Princeton Instruments Pylon 100BR_eXcelon CCD camera for wavelengths of 0.4-0.9um.
The Contractor must supply at least a two (2) year warranty on the monochromator.
Cameras:
The cameras must have a digitization of 16 bits or more.
The Contractor must supply at least a two (2) year warranty on the cameras.
The camera must be able to deliver exposure times greater than 10 minutes for the detection of extremely weak signals.
The cameras must have a frame rate of 13 frames per second or greater for full detector readout and display.
Camera 1:
The CCD camera must have a two-dimensional array with at least 1340x100 pixels, each less than or equal to 20um x 20um in size.
Each camera pixel must have a quantum efficiency least 87% at 900nm and at least 10% at 1050nm.
The camera detector array must be capable of cooling to and operating at a temperature of - 80C, through air and/or water cooling.
Any water cooling peripherals required to achieve the required operating temperature of -80C must be included with the camera.

The cameras must be encased in a permanently sealed vacuum chamber so that no re-pumping or maintenance is necessary.
The Contractor must supply a lifetime guarantee on the vacuum chamber.
Camera 2:
The InGaAs camera must have an InGaAs photodiode linear array with at least 1024 pixels, each less than or equal to 25um x 500um in size.
Each camera pixel must have a quantum efficiency >80% continuously from 0.95um to 1.6um in wavelength for a detector temperature of 25C.
The camera detector array must be capable of cooling to and operating at a temperature of - 100C, through liquid nitrogen cooling.
The total system read noise must be less than or equal to 400 electrons when operating at a gain of 75 electrons/count.

The dark current must be less than 5.7 kelectrons/pixel/second when operated at -100C.
The camera must be equipped with a cold shield to reduce the detection of thermal noise photons.
Combined monochromator and cameras (the “spectrometer”)
The spectrometer must be fully controlled by a single integrated software program, including control of data acquisition, post-acquisition analysis, and automated wavelength and intensity calibration. The control software must be capable of seamless integration with our in-house developed code, which is configured to control existing instrumentation through the commercial software, LightField®.
The requirement must include NIST-traceable intensity and wavelength calibration lamps that enable calibration of the spectrometer from 0.5um to 1.7um.
The spectrometer must be provided with drivers and software examples for user control using LabView, Matlab, and Python.
Installation

The Contractor must deliver, install, integrate, and configure all deliverables at the location specified in the Contract.
The Contractor must unpack, assemble, and install the deliverables at the site. In the event that logistical difficulties, due to COVID-19, for example, prevent an on-site visit by the Contractor, the Contractor will be available to support the installation by the designated user via remote link.
Training

The contractor will provide training in the use of the spectrometer with the control software during the installation.

The Contractor must deliver 1 complete set of Documentation (in PDF format and hardcopy if available), in English, with the deliverables.
This documentation must include all publications pertaining to measurements demonstrating that all required technical specifications have been satisfied, installation requirements, and operating instructions.
