Description of the Requirement:

An evaluation of NRC’s Industrial Research Assistance Program (NRC-IRAP) is being conducted based on the 5-year cycle mandated in the Financial Administration Act1 and the Treasury Board secretariat Policy on Results. It is also being conducted in accordance with NRC’s approved Departmental Evaluation Plan for 2021-22. The evaluation, is an opportunity to assess program relevance, efficiency and progress made towards the achievement of results. The primary focus of the evaluation will be on assessing core NRC-IRAP components including but not limited to, advisory services, financial contributions to clients, networking support and international co-innovation. The NRC required a team of consultant to conduct the evaluation with the Office of Audit and Evaluation (OAE) at NRC.

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA), Canada-Korea Free Trade Agreement (CKFTA).

Proposed period of contract:

The proposed period of contract shall be from date of contract award to March 31, 2022.

Estimated Level of Effort:

The estimated level of effort of the contract will be determined by the team of consultant. The maximum budget for this requirement is $250,000.00.
