Northeast Power Distribution Upgrade Project
Traction Power Substation and Power Distribution System Upgrade Installation
1. The Work to be undertaken under the Contract involves but is not limited to the upgrades to the Traction Power Distribution System (PDS) that runs from the existing four (4) EdmontonTransit Service (ETS) Light Rail Transit (LRT) substations at Clareview, Belvedere, Coliseum, and Stadium to the Overhead Catenary System (OCS) and negative circuit feeder (NCF) cabinets on the LRT right-of-way (ROW).
The traction power upgrades to be completed includes but is not limited to the following list, note that not all items are applicable to each substation and further details are
provided in the included summary of work and drawings:
-Installation of new feeder and tie switches at each substation.
-Modifications to the existing DC switchgear and control cabling to interlock the
feeder switches.
-Upgrade of the negative return bus in each substation.
-New cable troughs, ductbanks, cored ducts and pullboxes between the
substations and the overhead catenary feeders and negative return cabinets.
-Installation of new 1,000V, 500 kcmil traction power cables for each positive and
negative return circuit.
-New fencing, culverts or bridges, and retaining wall.
-Grounding for fencing, pullboxes, and miscellaneous brackets.
-Removal and salvage of existing 1000 kcmil traction power cables.
This upgrade project is to be completed while ETS remains in operation. Coordination of all necessary operational restrictions and power outages to achieve these upgrades will be required between the Contractor and ETS. A minimum of two weeks’ notice accompanied by a workplan will be submitted to ETS for review and approval to allow
adequate time to modify operational schedules or to accommodate substation outages.
Operation of the transit system is a priority, consequently, some tasks may need to be completed during non-peak evening hours, weekday non-revenue service, or weekend
hours.
Related Work
Work related to this upgrade project which will be completed by others includes:
-Traction Power Substation Switching.
-Overhead Catenary Switching.
-Disconnection and connection of cables to existing DC breakers.
-Overhead catenary modifications.
-Removal of existing feeder and tie switches on the existing OCS poles.
Equipment and materials supplied by The City of Edmonton includes:
-500 kcmil, 1,000V jacketed traction power cables.
-Feeder and Tie switches, cabinets, and stand.
- Negative transition cabinets.
Note: Cables and switches supplied by The City of Edmonton will be stored at the CIty’s
Mount Lawn storage facility at 12325 Mount Lawn Road, NW in Edmonton. The Contractor will be responsible to pick up and deliver these materials to site as required.
Once the materials are in the possession of the Contractor, they are liable for loss or damage to the materials, until it is turned over and put into service.
The Contractor will supply all other materials required to complete the Traction Power Distribution System Upgrades. Materials required includes but is not limited to the following:
-Cable troughs, manholes, pullboxes and concrete encased ductbanks.
-Cored tunnel sleeve with ducts, spacers and grout.
-Conduits and supports (as specified).
-Copper grounding and bonding cables, ground rods and connectors required for all equipment grounding and bonding (as specified).
-Miscellaneous hardware, termination lugs, cable markers, etc. required to
complete the installation as per the drawings and specifications.
-Negative copper busses.
-Termination lugs for all 500 kcmil power cables.
-Concrete rebar reinforced pads for the switch assemblies.
-Chain link fencing and bollards.
