Advanced Contract Award Notice (ACAN) for:
Paging services for
Shared Services Canada (SSC) and its partners
1. What is an ACAN:
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award.
2. Definition of
requirement:
Shared Services Canada has a requirement for paging services that must have national coverage and must be commercially available via the contractor’s own network. The paging services will be used by SSC itself and by its partner organizations.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Paging Network of Canada Inc.
Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
The paging services to be provided are as stated in the attached Annex A - Statement of Work and Annex B - Optional features.

Trade Agreements:
On May 28, 2012, the Government of Canada announced on the Government Electronic Tendering Service that it had invoked the National Security Exception under the trade agreements in respect of procurements related to email, networks and data centers for Shared Services Canada. As a result, this requirement is subject to the National Security Exception.
4. Government Contracts Regulations Exception and Limited Tendering Reason:
It is proposed that a contract be directed to Paging Network of Canada Inc for the supply of paging services provided nationally. This requirement is directed to Paging Network of Canada Inc in accordance with exception Section 6 (d) of the Government Contracts Regulations that states that only one person or firm is capable of performing this contract.
5. Period of the proposed contract:
The initial contract period shall start on April 1, 2017, and will have duration of 3 firm plus 3 optional years.
6. Cost estimate of the proposed contract:
The Estimated cost of this contract is $1,932,300.00 (Applicable Taxes and optional years included).

Suppliers' right to submit a statement of capabilities:
Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Minimum Essential Requirements : Any interested supplier must demonstrate by way of a Statement of Capabilities that it can fulfill the requirements of the Statement of Work (SOW), associated solicitation documents and the following requirements in order to be able to carry out the work:
8.1 A minimum of 5 years of experience in the delivery of paging services described in the Annex A - Statement Of Work (SOW) and Annex B within the last 6 years;
8.2 Ability to provide services in both official languages English and French (oral and written). The supplier must ensure that all verbal, written and electronic communications required to be provided to client(s) and users under the contract (e.g. real-time service, recorded greetings and prompts, e-mail, voice mail, support documentation, reports, invoices, user interface/applications etc.) are available at all times in both official languages (English and French), offering clients(s) and users a choice of either language depending on their individual preference;
8.3 Ability to provide a customer support service available from 8:30AM to 5:00PM Monday to Friday with a web portal tool available outside these hours to receive and fulfill all service orders for pager and feature activations, deactivations, suspensions and suspension reactivation. The supplier must not limit the number of feature activations, deactivations, suspensions and suspension reactivations for any pager;
8.4 Ability to provide users with technical support through a toll-free number available throughout Canada. The supplier’s user support toll-free number must be available to users 24 hours a day, 365 days a year;
8.5 Ability to provide the required paging services in all areas described in the SOW (Local Coverage clause 2.2.1.1, Regional Coverage 2.2.1.2 and National Coverage 2.2.1.3). The supplier must maintain a web site, accessible by Canada, containing its most recent pager coverage maps;
8.6 Ability to provide paging services in accordance with specifications of Numeric Pagers, Alphanumeric Pagers and Two-way Pagers as described in the SOW;
8.7 Ability to provide all the expenditure reports requested in the SOW:
Total expenses paid to date under the contract -tax excluded (clause 2.12.2.1a);
Total tax paid to date under the contract ( clause 2.12.2.1b) ;
8.8 In addition, interested suppliers shall provide a detailed description demonstrating how they will fulfill all requirements of the Statement of Work.
If a potential supplier submits a statement of capabilities during the posting period that meets the requirements set out in this ACAN, the government will proceed to a full tendering process on either the government's electronic tendering system or through traditional means in order to award the contract.
If no other supplier submits on or before the closing date a statement of capabilities meeting the requirements set out in this ACAN, a contract will be awarded to the pre-selected supplier.
