Email Transformation Initiative - Request for Information
Further to the Industry Day Notice published under 2B0KB-123327/A, this is a Request for Information (RFI) pertaining to the Email Transformation Initiative (ETI), which is an initiative of Shared Services Canada (SSC) to deliver a new Email Solution for SSC and the departments and agencies that it provides information technology (IT) services for, herein, referred to as SSC's "Partners". SSC will also offer the new service to other Government of Canada (GC) organizations on an optional basis.
Public Works and Government Services Canada (PWGSC) and SSC are seeking feedback from industry on the following subject matter:
(i) The ability to meet the anticipated mandatory requirements provided in Part III of this
RFI; (ii) The questions provided in Part IV of this RFI; (iii) Industry's recommendations for a low risk approach that could be considered by SSC to
deliver a consolidated email service to the GC that would meet the business, timeline, and
cost reduction outcomes presented throughout this document, and (iv) The ability to meet anticipated (draft) evaluation criteria (mandatory and rated) in Annex
D.
The GC intends to use feedback from (i), (ii) and (iii) to solidify its procurement approach and help determine the "way forward" for how the new Email Solution should be acquired, delivered, and managed, and feedback from (iv) to help determine the mandatory and rated evaluation criteria for organizations to respond to at the next stage of the procurement process, in which Canada will identify a subset of successful respondents for subsequent stages in the procurement process.
RFI Industry Workshop:
Canada will host a full-day session to familiarize the Respondents with the current state of SSC's email systems, as well as the scope, requirements and technical challenges for the new Email Solution, so that Respondents can provide more detail in their responses to the RFI that will allow Canada to make more educated decisions in its email transformation strategy and requirements going forward.
The session is scheduled to take place on July 6, 2012 in the National Capital Region, with videoconferencing to regional locations. A panel of several Government of Canada representatives will present information and answer questions from industry.
The registration form is provided in Annex J and is to be submitted no later than 4:00 p.m. EDT on June 27th, 2012.
Potential RFI One-on-One meetings:
Following the close of the RFI, at Canada's discretion, meetings may be held with Respondents to seek further clarification or elaboration on their RFI response.
CSEC Security Briefing:
Communications Security Establishment Canada (CSEC), as part of Industry Day held on June 12, 2012, presented an unclassified cyber-security and supply threats briefing to companies who were in attendance.
CSEC has offered to provide organizations interested in participating in subsequent phases of the ETI procurement with a more sensitive supply threats briefing. One or more briefings will be carried out as part of the June to July 2012 Industry Engagement phase.
All individuals, from each Organization, that plan to attend the supply threats briefings, must sign a Non-Disclosure Agreement (NDA). Industry is advised that the subject NDA is not negotiable and must be signed by an executive company representative that has the authority to agree to the terms and conditions of the NDA.
The registration form and NDA are provided in Annexes H and I and are to be submitted no later than 4:00 p.m. EDT on June 27th, 2012.
National Security Exception:
The procurement related to this initiative is subject to National Security Exception and is, therefore, excluded from all of the obligations of the trade agreements. Deliveryhe Contractor. The Contractor will develop a needs-based planning tool that will follow the broad parameters laid out by the TSC and PRPTF. These needs parameters may include factors such as future demographics, socio-economic status of the population, current physician service utilization, prevalence of disease, etc. The Contractor will also define average workloads of physician specialties and apply these to the estimated future needs to determine the number of physicians required to meet those needs.
The proposed methodology will be vetted by members of the TSC and PRPTF via webinar or other means to get feedback and consensus. The Contractor will consolidate and integrate all feedback. The Contractor will need to collect existing data; compile and link all necessary data sets; and build all of the required queries in order to develop the needs-based tool. Once the needs-based tool is completed, the Contractor will integrate it into the existing supply tool and user interface to forecast where the future physician supply will be adequate or inadequate to meet the needs of the population. A national launch will feature the formal introduction and roll-out of the comprehensive pan-Canadian physician resource planning tool and its outputs.
Estimated Value:
The total value of any contract resulting from this RFP, from Date of Contract Award for one (1) year, shall not exceed $150,000.00, including travel and living expenses (if applicable), and excluding all applicable taxes. Based on needs, this contract may be:
Extended, by mutual consent, for up to one (1) additional eighteen (18) months periods under the same terms and conditions, and where the total contract value may be increased up to an additional $350,000.00 excluding all applicable taxes;

Mandatory Requirements:
M1. The Bidder must demonstrate its experience in developing and implementing data tools with projective modelling capability by providing examples of one or more completed projects. M2. The Bidder must demonstrate its experience in developing and implementing interactive web-based user interfaces by providing examples of one or more completed projects. M3. The Bidder must demonstrate its experience in gathering evidence, synthesizing information, producing technical and/or methodological reports, and making presentations. Submission must include 1 or more examples that demonstrate this experience. M4. The Bidder must include complete resumes for each of the key resources to be used on the project.
