WIDEBAND WIRELESS COMMUNICATIONS TEST SET
The Cyber Operations and Signals Warfare (COSW) section of the Ottawa Research Centre of Defence Research and Development Canada has a requirement to perform testing of various wireless communications standards from the physical layer (PHY) to the network access layer (NAS), both inclusive, in a single system.
Delivery is requested to Ottawa, Ontario by March 31, 2014.
SPECIFICATION REQUIREMENTS:
The Contractor must provide one instrument with the following capabilities: Ability to be configured to perform testing of various wireless communications standards from the physical layer (PHY) to the network access layer (NAS), both inclusive, in a single system. Measurement capability contained within a single instrument suitable for use in and research and development (R&D) laboratory environment; Capable of being configured to support the following wireless standards:
a. GSM;
b. W-CDMA, including HSPA evolution & DC-HSDPA;
c. CDMA2000;
d. LTE FDD;
e. LTE TDD;
f. TD-SCDMA
g. WLAN IEEE-802.11a/b/g/n. Provide measurement capability for all communication standards listed in point 3 above on a single hardware platform; Capable of integrating with the Rohde&Schwarz (R&S) instruments FSQ and SMU200A to perform additional Radio Frequency (RF) measurements; Provide remote instrument control using R&S software drivers using the Standard Commands for Programmable Instruments (SCPI) protocol via Local Area Network (LAN); Provide a minimum of two RF ports that cover the full range of frequencies up to 6GHz required to support all operating bands of the aforementioned wireless standards; Provide the capability to simultaneously generate signaling for GSM and WCDMA standards; Provide the capability to simultaneously generate signaling of two versions of the same standard mentioned above at point 3; Provide support for Multiple input - Multiple output (MIMO) capability; Provide support for Voice over LTE (VoLTE) capability; Provide a Graphical User Interface (GUI) that provides control of the instrument to support testing of the aforementioned wireless standards. Capability of the GUI must include:
a. Configuration control of wireless standard parameters;
b. Making RF and signal quality parametric measurements;
c. Logging of messages and data traffic from the PHY to the NAS layers, inclusive, for processing and analysis; Provide scripting capability to describe and control complex scenarios; Be capable of passing the User Equipment (UE - Handset) from one wireless standard to another, both up and down the technology chain (i.e.: GSM->W-CDMA->LTE and LTE->W-CDMA->GSM). At a minimum provide the following non-RF interfaces:
a. Multiple Universal Serial Bus (USB);
b. RJ-45 LAN (10/100/1000BASE-T);
c. External video monitor connectivity;
d. Mouse and keyboard interfaces;
e. External reference clock input and output. Provide a 4 year warranty and support on applications and hardware, for repair or replacement of system components to ensure continued operation of the equipment beyond the first year following delivery
APPLICABLE TRADE AGREEMENTS AND OBLIGATIONS
This requirement is subject to the Agreement on Internal Trade (AIT), the North American Free Trade Agreement (NAFTA), the Canada-Panama, the Canada-Peru and the Canada-Columbia Free Trade Agreements and the World Trade Organization Agreement on Government Procurement (WTO-AGP).
GOVERNMENT CONTRACT REGULATIONS (GCR) EXCEPTION AND LIMITED TENDERING REASON
In accordance with the GCR exception, this requirement is being directed to the Rohde & Schwarz Canada Inc. (OEM) as the required items are guaranteed interchangeable with the current equipment on site at the Defence Research and Development Canada, Department of National Defence.
Limited tendering procedures are being invoked for reasons of Interchangeability with existing equipment.
Substitutions of this equipment would be un-safe in the short-term and in the long-term, would require many expensive changes to numerous training packages.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
