Red Fish Healing Centre – Secure Outdoor Designated Area

Provincial Health Services Authority (PHSA) intends to award a CCDC2 Stipulated Price Contract for the Red Fish Healing Centre – Secure Outdoor Designated Area Project. The contractor and the estimated value of the work will be:

n. Wallace & Company Ltd. at Unit 8, 17675 – 66th Avenue, Surrey, B.C. V3S 7X1
$1,080,208.00 plus GST

PHSA has made the decision to direct award for the following reasons:

Project History: n. Wallace & Company Ltd. was selected through a competitive Request for Proposal process completed in August 2023 to provide the Construction Management services to the Secure Outdoor Designated Area project at the Red Fish Healing Centre. The construction management contract was put on suspension and later on terminated in mid-2024 due to a permitting challenge after tender packages for trades were completed.
Project Re-activation: PHSA recently received the permit to proceed with construction, and re-engaged the design team to reactivate the project.
Continuation of Project Experience and Site Knowledges: •n. Wallace & Company has been working on the səmiq̓wəʔelə lands since 2022 and most recently on the Red Fish Health Centre project since summer 2023. They have developed a comprehensive understanding of the intricacies of the site, including work in an active mental health facility, relationship with the Kwikwetlem First Nation’s, and working in an archeological sensitive area. Having led the Construction Management phase, they are thoroughly familiar with the site conditions and specific requirements of the Work.
Timely Project Delivery: n. Wallace has committed to having sufficient manpower and materials to complete this project by summer 2025.

By having n. Wallace & Company to continue the project into construction and completion, PHSA can retain project knowledge and site experience and prioritize efficient delivery.

Provide proof showing your ability to meet the requirements defined in this Notice of Intent. Only challenges from prequalified contractors in Acute Care projects will be reviewed.
