Seniors, Community and Social Services (SCSS), Disability Services – are inviting Proposals from qualified vendors interested in providing Transportation Services to 16 identified PDD Clients with specialized transportation needs; one contract will be awarded in Edmonton and one contract will be awarded in Calgary. These 16 identified PDD Clients reside currently in the residential communities within Edmonton or Calgary as further outlined in the section below titled Anticipated Volume and Scope of Services. Proponents should review the definitions of Edmonton and Calgary set out in Section 1.2, as the service area is greater than the municipality boundaries of the cities of Edmonton and Calgary. Successful Proponents must be able to provide Transportation Services, including the pickup of Clients at the Client Residence in the identified residential communities, transportation to an identified site for Community Access Programming and return of Clients to the Client residence. The Province intends to award separate Contracts to successful Proponent(s) in Edmonton and in Calgary. Proposals must clearly indicate which municipality the Proponent is proposing to deliver Transportation Services (Edmonton or Calgary). Where a Proponent wishes to submit a Proposal to deliver Transportation Services in both Edmonton and Calgary, a separate Proposal is required for each municipality. a) Project Background- Persons with Developmental Disabilities (PDD) has provided limited transportation services on an exceptional basis since 2009. PDD policy allows for funding for these exceptional circumstances through a specialized service provider providing only Transportation Services. This RFP only relates to those accessing specialized supports through specialized transportation service providers. Currently, 16 PDD Clients receive Transportation Services from multiple PDD contracted specialized Transportation Service providers based on the following circumstances: i. Clients accessing this service have been prohibited from accessing public transportation. ii. Other community based or natural supports to provide transportation have been exhausted and alternatives are not available. b) Project Objectives- The Project objective is to provide Transportation Services to 16 identified PDD Clients under exceptional circumstances to facilitate continuation of the most cost effective supports available to the Clients while maintaining safety. c) Anticipated Volume and Scope of Services- Transportation Services will be limited to: i. Pick up from Clients’ Residence. ii. Transport to Community Access Programming. iii. Pick up Client’s from Community Access Programming iv. Return Client to their Residence. v. Up to 16 Clients will be supported through contracts in both Calgary and Edmonton. vi. For any reason a Client no longer requires this Transportation Service, the funding for that Client will be removed from the contract. vii. New Clients will not be added to the contracts. The Clients served under these Transportation Services contracts face significant medical and/or behavioral challenges that prevent them from utilizing other transportation methods. These challenges may include, but are not limited to: i. Behavioral Challenges: Physical aggression (e.g., biting, spitting, pinching), self-exposure, and other disruptive behaviors. ii. Communication Barriers: Non-verbal communication and difficulty expressing needs. iii. Sensory Sensitivities: Sensitivity to noise, light, and other sensory stimuli. iv. Mobility Challenges: Use of mobility aids such as walkers, wheelchairs, or scooters. The contractor will be responsible for safely and respectfully transporting these Clients along with their required mobility aids. This may involve additional considerations for securing and handling equipment to ensure accessibility and safety during transit. Monthly reporting in the form set out in Appendix D to this RFP will be provided by the Contractor identifying the number of trips provided in the month for the Clients. Funding not utilized by one Client cannot be transferred to another Client. Funding not utilized in one invoice period cannot be transferred to another invoice period. Clients who terminate Services for any reason will not be replaced during the term of the Contract. Proposal must clearly state if it is to be considered for the Edmonton contract, or the Calgary contract. Proposals that combine Edmonton and Calgary will not be considered. Proponents who wish to bid on both contracts must submit separate proposals for each contract, and these will be evaluated separately. To assist evaluation by the Evaluation Team, Proposals should be organized in the following format using the section titles and sequence: a) Proposal Submission Form; b) RFP Requirements (as set out in Appendix C to this RFP); and c) Appendices, if any.
