The City of Colwood intends to direct award a Community Planning and Engineering Services Contract for the following proposed work/service:
Services which undertake critical engineering and planning work to support Colwood’s Community Planning and Engineering teams in the development of Phase 2 of the Gateway and Triangle Lands Action Plan, which will focus on defining land dedications, rights-of-way and street design, transportation network analysis, and urban design and placemaking strategies related to the Public Realm in this important Colwood area.
The proposed work/service is to be carried out via a collaboration between Urban Systems Ltd., and MODUS Planning, Design, and Engagement and is estimated to not exceed a price of $170,000.
The anticipated term of the contract is from October 1, 2024 to April 30, 2025.
The City of Colwood has chosen not to compete the contemplated contract for the following reasons:
1. MODUS was the principal consultant for Phase 1 of the Gateway and Triangle Lands Vision and Action Plan project. This foundational role has provided them with a robust and detailed understanding of the study area's dynamics, the overarching vision, and the objectives driving the subsequent phases of the project. Their previous work has not only given them insight into the strategic goals but also into the practical challenges and opportunities inherent in this initiative.
MODUS's experience in the initial phase means they are uniquely positioned to ensure continuity and coherence as the project progresses. Their familiarity with the project's history and stakeholder expectations allows them to seamlessly integrate new developments and adjustments, ensuring that the Phase 2-Public Realm Plan remains aligned with its original vision while adapting to emerging needs and circumstances.
2. Urban Systems is currently collaborating with the City’s engineering department on the Transportation Management Plan, bringing substantial knowledge of the City's transportation system and traffic modeling. Their expertise is critical for the technical analysis and conceptual design phases of the project, where understanding the impact of the areas planned for future growth on both the City’s and Greater Victoria Area’s transportation network is paramount.
Urban Systems' ongoing collaboration with the City's engineering department enhances their value as they will be able to align the project with the City's Transportation Management Plan. This partnership facilitates a smooth integration of transportation improvements and right-of-way dedications, ensuring that future infrastructure developments are well-coordinated and effectively implemented.
3. The combined expertise of MODUS and Urban Systems positions them as uniquely qualified to support the development of Phase 2-Public Realm for the Colwood Gateway & Triangle Lands Vision and Action Plan. MODUS’s in-depth knowledge from Phase 1 and their experience in public realm improvements, together with Urban Systems' technical proficiency in transportation management and traffic modeling, provide a comprehensive skillset that is essential for the project's success. Their collaboration ensures that all aspects of the project are meticulously planned and executed, leading to a cohesive and well-integrated urban environment.
