Wheatland County (henceforth referred to the Client) has retained Energy Associates Inc. as management consultant to assist in the evaluation of RFP responses and the energy retail provider (hereby referred to as “Bidder”) selection process. The purpose of this Request for Proposal (RFP) is for the purchase of firm, non-curtailable supply of electricity to be delivered to
facilities located in Fortis service territories. As a secondary goal, the Client wishes to obtain firm and competitively priced electricity supply from a Bidder who is in good financial standing.
The current total annual normalized electricity energy usage by the Client is approximately 1,700 MWh/ year for 66 sites; volumes are projected to increase to 2,270 MWh/ year by 2027. Note that sites and volumes are subject to change prior to the firm bid round. All participating Bidders will receive an updated final list for firm bid round purposes.
From Proposals received, the Client will select Bidders which shall be the standard for future orders under the terms of each Contract awarded by virtue of this RFP throughout the Term of such Contracts. The terms "RFP" and "Proposal" include any revisions, amendments or additional documents made thereto, pursuant to this RFP.
1.1 The Proposal
The Client is requesting experienced and qualified Bidders to submit Proposals based on the following:
• Purchasing electricity supply
• Servicing the Client accounts
• Customer service and support
Bidders are requested to provide a Proposal that will meet the Client’s requirements at the best possible overall value, as determined by the Client in its sole discretion.

Further criteria are provided below, and may be included in the Project Scope, as well as weighted as to their relative importance to the evaluation process.
