Description

A fee for service contract will be used to provide EPA with both water modelling services and stakeholder engagement services. Specifically, the consultant will:
• Using EPA data and information on river flows and precipitation forecasts, develop realistic flow scenarios for the South Saskatchewan River Basin (SSRB) in 2024, in consultation with EPA. Each flow scenario will represent differing levels of possible drought severity;
The South Saskatchewan River Operation Model (SSROM) will be used for flow modelling and for developing water sharing agreements. The consultant must have expert knowledge of the model and be able to operate it without support from EPA;
• Arrange, host and facilitate workshops with large water license holders and other key stakeholders to develop water sharing agreements based on likely water flow scenarios representing increasing levels of possible drought severity;
• Complete a report that contains the draft water sharing agreements for each flow scenario. The report will assist EPA in operationalizing the water sharing agreements if they are needed, depending on the severity of drought that occurs. The report should contain recommendations on how EPA and the large water license holders can best operationalize the water sharing agreements.
• Develop presentations and briefings for use by EPA for internal and external audiences regarding the water sharing agreements that have been developed; and
• Document stakeholder feedback and provide recommendations to address the possible 2024 drought and management of drought in the longer-term.
