This Request for Proposals (the “RFP”) is an invitation by Strathcona County (the “County”) to prospective proponents to submit proposals for Employee Benefits, as further described in Section A of the RFP Particulars (Appendix A) (the “Deliverables”).
The County is seeking proposals from qualified Suppliers for the provision of an employee benefit group program (the “Program”), including implementation, enrolment, administration and maintenance. The selected proponent(s) will also provide access to, and ongoing support of, an online benefits portal for both employees and the County’s Program administrators. The County currently has approximately 2,400 employees, with 1,550 eligible for core benefits.
The Deliverables require the selected supplier(s) to be familiar with a wide range of self-administered and insured benefit plans including Basic Life, Basic Accidental Death and Dismemberment (“AD&D”), Voluntary Life, Voluntary AD&D, Long Term Disability, Extended Health Care, Dental, Flexible Spending Account, Employee and Family Assistance Program (“EFAP”), and diagnostic and treatment support services (such as, Teladoc Medical Experts). The selected supplier(s) will be responsible for transitioning benefit coverages (where applicable), to ensure plan members receive uninterrupted services.
The selected supplier(s) must be licensed to insure benefits in Alberta by the Alberta Insurance Council (AIC) and provide services in compliance with guidelines of the Canadian Life and Health Insurance Association (“CLHIA”) during the term of the agreement.
The employee benefit Program has been arranged into 2 groups: Health, Dental and Wellness (Group 1) and Insurance and Disability (Group 2) as defined in Employee Benefits Program Details (Attachments 9A and 9B) and Minimum Requirements of Benefit Plan (Attachments 10A and 10B). A further definition of Group 1 and Group 2 can be found in the Deliverables (Appendix B).
Proponents may opt to provide proposals to cover either or both Groups individually, as well as on a consolidated basis. For greater clarity, proponents can submit proposals for any of the following options:
a) Group 1 – Health, Dental and Wellness;
b) Group 2 – Insurance and Disability; or
c) Group 1, Group 2, and a consolidated proposal for both Group 1 and Group 2.
Proponents wishing to submit a proposal for more than 1 of the 3 options above must do so separately. Proponents who submit a consolidated proposal must also submit proposals for Group 1 and Group 2 to be considered. A consolidated proposal is a proposal contingent on the proponent bidding for both the Group 1 and Group 2 benefits. Proponents must clearly indicate in the proposal for which of the above options the proposal is being submitted for consideration.
