NOTICE OF PROPOSED PROCUREMENT

Amendment 003 - This amendment is raised to extend the solicitation closing date to 15 January 2025

This requirement is for: The Department of National Defence (DND).

This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 ($0 - $3.75M) under the stated consultant category, security level, region, level of expertise for the following category: Stream 2. Business consulting / Change management stream:

• One (1) 2.3 Business Consultant – Senior (Level 3)

The requirement is intended to result in the award of one (1) contract.

However, SA holders not invited to bid who wish to do so may, no later than five days prior to the published closing date of the contract, contact the contracting authority and request an invitation to bid. An invitation will be issued unless it would interfere with the proper functioning of the procurement system. Under no circumstances will Canada extend the solicitation closing date to allow these suppliers to bid. Where additional solicitations are issued as part of the solicitation process, they may not be considered in amendments to the solicitation.

Description of the Requirement:

This bid solicitation is being issued to satisfy the requirement of the Department of National Defence (DND) [the "Client'] for the provision of one (1) resource through the Task and Solutions Professional Service (TSPS) Supply Arrangement (SA), specifically one (1) 2.3 Business Consultant – Senior (Level 3), in support of the Directorate of Naval Platform Systems (DNPS). The Contractor’s resource must provide a range of technical assistance to the Technical Authority (TA) in developing a Naval Materiel Management (NMM) policy instrument package, which will replace the outdated Naval Materiel Management System (NaMMS) manual 2013. The NMM Policy Instrument package is divided into three deliverables: the Naval Materiel Management Manual (NM3), the Naval Materiel Management Directives (NMMDs), and the NMM Master Glossary.

Proposed period of contract:

The proposed period of contract will be from the date of Contract Award to 31 March 2028 inclusive, followed by up to two (2) additional one (1) year option period.

Estimated Level of Effort:
The estimated levels of effort are as indicated in the table below:

The estimated level of effort of the initial contract period will be 750 days for the resource.

The estimated level of effort of the option periods will be 240 days for the resource.
