The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
SPECIAL INSTRUCTIONS TO BIDDERS (SI)
This is a two-stage selection process. Bidders responding to this selection process are requested to submit a bid in two stages. This posting is the first stage (Stage 1) of a two-stage solicitation process: the first stage will evaluate the qualifications of all interested suppliers; the second stage (Stage 2) will invite the qualified suppliers to provide further qualifications and a financial bid on the project based on the specifications and drawings. Upon award of contract in Stage 2 the pre-qualification list will expire and will not be used in any other solicitation. The qualification list will expire within 180 days or upon award of a contract in Stage 2, whichever is earlier, and the prequalification list will not be used in any other solicitation.
Following the evaluation of the submissions of Stage 1, bidders will be advised of their qualification result and the status of the tender. Parks Canada reserves the right to re-issue Stage 1 via a /B solicitation if it is determined there is insufficient competition to proceed with Stage 2. Bidders that have qualified in Stage 1 /A will not be required to resubmit on the Stage 1 /B. Bidders that failed to demonstrate compliance on the Stage 1 /A may resubmit and will be considered in Stage 1 /B.
Stage 2 Bidders will be provided a REQUEST FOR PROPOSAL for further qualifications and the financial evaluation in relation to the specifications and drawings. Please note that the ITT used in Stage 2 of this process will be a Two-Envelope ITT with a technical evaluation component, an Indigenous Participation Plan (IPP) and a price evaluation component.

REQUIREMENT
Parks Canada has a requirement for a Design-Build Contractor to construct modular (prefabricated) High-Density condominium style housing (thirty plus (30+) units) at one (1) site (approximately 0.4 ha each) in the townsite of Jasper, maximum of three (3) stories each, including associated grounds work such as connection to municipal services and parking space. Units will include a mix of studio, two (2) bedroom, three (3) bedroom and four (4) bedroom configurations. Completion as soon as reasonably possible, targeted no later than March 31, 2026.
Canada’s intention is to award two (2) contracts, each contract for modular (prefabricated) High-Density condominium style housing (thirty plus (30+) units) at one (1) site (approximately 0.4 ha each), to meet the requirements for High-Density Staff Housing in Jasper National Park.
Specific requirements to be determined and will be detailed further in the Stage 2 - Request for Proposal.
To assist with bonding and insurance requirements, this project is estimated at a value between over & above $5,000,001, Taxes extra.
PERIOD OF CONTRACT / DELIVERY DATE
Contractor must perform and complete the Work no later than March 31, 2026.
SET-ASIDE FOR INDIGENOUS BUSINESS
This procurement maybe set aside under the federal government's Procurement Strategy for Indigenous Business (PSIB) as detailed in Annex 9.4 of the Supply Manual entitled “Requirements for the Set-Aside Program for Indigenous Business”.
The contract authority in consultation with the project lead will determine if a PSIB Set aside, A Conditional PSIB Set Aside or an Limited Tender by invite is utilized for Stage 2. This determination will be informed by the results of Stage 1. The following will guide this decision prior to the Stage 2 solicitation;
a. If 3 or more IBD eligible bidders pre-qualify the PSIB set aside will apply and non IBD firms will not be invited to bid in Stage 2.
b. If 2 IBD eligible bidder qualify in stage 1 in addition to 1 or more non IBD eligible firms, a Conditional PSIB will be applied to Stage 2.
c. If 1 or 0 IBD eligible bidders prequalify in stage 1 in addition to 1 or more non IBD bidders, Stage 2 will invite all prequalified bidders to participate.
d. If only 1 indigenous bidder prequalifies in Stage 1, Parks will consider a negotiated contract award process.
Parks Canada reserves the discretion to consider other factors in its PSIB applicability determination prior to Stage 2.

In Stage 2, bidders will be evaluated on their firm guarantee to use Indigenous sub-contractors for services or the procurement of supplies and equipment from Indigenous suppliers.
The list of interested Indigenous businesses for a specific tender opportunity does not replace or affect the processes in place for that opportunity. Businesses must still respond to bid solicitations and compete based on established bid criteria.
The list is provided solely for the convenience of businesses. Parks Canada does not:

• endorse businesses that are found on any lists;
• take any responsibility for the re-use of the information by any organization or entity.
Note to Bidders: As required by the Indigenous Participation Plan evaluation criteria subcontractors must be confirmed as Indigenous businesses to be eligible to score points. Verification of Indigenous businesses is the responsibility of the Bidder.

Enquiries regarding this solicitation must be submitted in writing and should be received no later than Friday, December 20, 2024 at 9:00 am (MST) to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
