Description

Notice is hereby given that the Provincial Health Services Authority (“ PHSA”), intends to directly award a Contract Extension to the following supplier to provide Support and Maintenance of Primary Assessment & Care Application (PAC), for a further term of up to five (5) years, for an estimated total value of up to CDN $4,050,500 (including taxes).

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason:
The goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for the following reason:

Due to an absence of competition for technical reasons

Rationale:
Accenture, through acquisition of Gevity (original author of the application) is the only supplier who has access to the Source Code for the application required to provide support and maintenance. Accenture is familiar with the PAC application and have been providing support and maintenance services for past five (5) years. Replacing this supplier would incur additional costs, negatively impact business operations, and endanger continuity of patient services due to length of time for another supplier to become familiar with application. Additionally, PHSA is undergoing an exercise to sunset this application in the next 3-5 years.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Karel Sramek, Buyer, by email before 12:00pm Pacific Standard Time, June 16 2023. PHSA will review any and all issues received by this date and provide due consideration to each objection.
