Description

Request for information on proposals for a modernized commercial fish licensing and quota management system for the Province of Ontario. The Ministry of Natural Resources and Forestry is interested in a software service model that either provides a standalone single solution or a partial solution approach. The ideal solution will allow for renewal and issuance of licences, quota management, and backend administrative functions.
Scope of Work
The Ministry of Natural Resources and Forestry (MNRF) is seeking information to assist in the determination of future purchasing options or requirements related to the development, configuration, and maintenance of an information technology solution that allows:
• the annual renewal and issuance of commercial fishing licences
• client submission and storage of commercial catch information (harvest and
effort), including collecting value-added information from MNRF staff (observed
weights) and fish buyers/processors (buyer weights and prices)
• management of commercial fish quota including solutions for business-to-
business quota transfers
• administrative functions that allow for backend processes, approvals, and profile
management
• the creation of dashboards and other reports functions

Respondents will be asked to answer a series of questions and provide a product demo.

Ontario’s commercial fishery is one of the largest freshwater fisheries in North America. Operations range from traditional small-scale fisheries to modern commercial fleet fisheries, with over 600 active commercial fishing licences. Current commercial fisheries management processes involve paper reporting and licensing. MNRF staff and members of the commercial fishing industry indicate that a centralized, digital service would be more efficient and accurate.

MNRF is projecting for a new solution to be in place by December 2024.
