Description

The Hardware will consolidate the IBM mainframe CPUs and Virtual Tape Libraries currently used in Ministry facilities located at: (i) Kingston Data Centre (KDC), in Kingston Ontario, (ii) Guelph Data Centre (GDC), in Guelph Ontario. The Ministry’s DASD will also be consolidated at the GDC but no additional DASD hardware is in scope or required for this procurement. Migration services for the replication of the data between KDC and GDC is required and described in Section 1.3.5.

The Vendor shall also provide Professional Services to migrate both existing Mainframe Environments to the newly procured Mainframe Environment. In addition, Optional Professional Services for IBM Operating System (O/S) and database software upgrades may be required.
Scope of Work
This RFB is intended to select select one (1) Vendor to provide and install one (1) new mainframe Hardware solution and one (1) new VTL at the GDC and for the Vendor to provide Upgrades, Maintenance and Support Services for mainframes and Virtual Tape Library (VTL) for a term of up three (3) years plus two (2) optional extensions up to one year each.

The Ministry will hold one (1) Bidder information session, on April 13, 2023 from 10:00 a.m. to 11:00 a.m. (Toronto Time) via Microsoft Teams. Attendance by Bidders is optional.

The purpose of the Bidder information session is to assist Bidders in understanding the procurement process and provide an overview of the RFB and the evaluation process.

Although not mandatory, all Bidders are strongly encouraged to attend the information session. A Bidder’s failure to attend an informational session is at the sole risk and responsibility of the Bidder.

Bidders are asked to register with the Ministry Contact identified in section 1.1.8 via Ontario Tenders Portal (“OTP”) eTendering System online messaging function, no later than April 11, 2023 @ 4:00 p.m. EDT

Each Bidder will be permitted up to three (3) participants to attend the Bidder information session.

Each Bidder must submit a list of its participants, which includes the participant’s name, job tile and e-mail address. Upon registration, the Ministry will provide additional information regarding the information session.

Any questions related to the scope of services will not be answered during the Bidder information session. Bidders are requested to submit their questions related to the scope of services, requirements and evaluation criteria in writing via e-mail to OTP eTendering System online messaging function.

The answers to questions received by the Bidder’s deadline for questions will be posted on OTP eTendering System by way of addenda to this RFB as per schedule outlined in section 1.1.14.
