Description

Notice is hereby given that Vancouver Island Health Authority (the “Health Authority”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide electrical component upgrade to extend the lifespan of Island Health’s warehouse carousel at Nanaimo Regional General Hospital at an estimated value of $165,000.00 .

In accordance with applicable trade agreements PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:

the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

to ensure compatibility with existing system
only vendor that can do an upgrade vs full replacement, and has a 20+ year history supporting the equipment and proprietary software
to maintain specialized system that must be maintained by the manufacturer or its representative

To ensure the continued supply of these essential [products/services] to the Health Authority with stable pricing, we will direct award the above supplier.

Rationale:
To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative. This is only vendor with the software and hardware for this unit. Changing out the full equipment would be cost prohibitive and much more costly.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Spomenko Eremija, Buyer, by email before 1:00pm Pacific Time, April 10, 2023 . PHSA will review any and all issues received by this date and provide due consideration to each objection.
