Notice is hereby given by Community Living British Columbia (CLBC), of its intent to enter into a contract with Igor Pantovic to provide the following Senior Test Engineer services for its Information Resource Management Plan (IRMP) and technology projects.
1. Proposed Scope items:
Design, create and execute test plans and cases for COTS (Commercial, Off-The-Shelf) software applications and custom-built software at a system level;
Apply a good understanding of current technical environments and departmental standards relating to the Quality Assurance (QA) process; Design and create scripts to automate the testing process;
Supporting the production team and development teams in understanding the business requirements;
Developing user implementation documentation;
Researching new initiatives to identify cost-effective process efficiencies; and
Work with Executive, Management and CLBC filed operations.
The total value of the contract to supply the above consultation is expected not to exceed a total contract value of $85,000.00. The consultant is paid at a rate of $85.50 per hour. The contract will be awarded for the period of March 31, 2023 – September 30, 2023.
CLBC has chosen not to tender the above contract for the following reason(s):
This Senior Testing Engineer holds application, project, and process specific knowledge for CLBC and is an integral part of our agile like development lifecycle of software project and is required to meet the immediate demand and continuity of service.
Vendors wishing to object to this decision should submit in writing by facsimile or email to the contact id85.entified above on or before 14:00PM Pacific Time on 03-March-2023 detailing specific reasons for the objection and proof of capability to deliver the required services.
A vendor’s proof of ability to demonstrate ability, resources, and experience to perform the contemplated services within timelines will be the key criterion with regard to the consideration of vendor objections.
CLBC will assess any challenge of the NOI process by a vendor and, at its sole discretion, CLBC may decide to undertake a competitive process or proceed to directly negotiate and award the contract. CLBC’s decisions in this regard will be final.
