The District of Tofino (the “DoT”) is interested in receiving proposals from multi-disciplinary firms who would be able to provide comprehensive municipal engineering services and act as Engineer of Record in projects determined by the DoT. The selected firm would be engaged as an independent contractor, and not an employee of the DoT.
In the engagement, the successful firm would provide extensive support to the DoT’s Infrastructure and Public Works, providing necessary engineering advisory services and work including assistance with community consultations and reports to Council; emergency consultation services; pre-design; detailed design; complete construction engineering services; all permitting and approvals of various municipal projects; project procurement, contract administration of primarily road and utility infrastructure, approved through the DoT’s capital project budget. Other interesting and diverse projects, may be added at the discretion of the DoT and mutual agreement of the successful firm. A comprehensive understanding of rural and remote communities and their engineering and infrastructure delivery needs is paramount to success in this competition.
The term of the non-exclusive contract will be for three years under an AIBC 8C retainer agreement (consideration of $1.00). The majority of individual projects would be delivered under the MMCD client/consultant agreement and MMCD contract documents with project budgets negotiated after the scope is determined and prior to the project start. The DoT is looking for an experienced and innovative firm and Engineer of Record, who can provide project solutions that incorporate effectiveness; efficiency; ESG principles; and be delivered in compliance with DoT policies.
Projects currently under design or under contract (including construction through commissioning of the WWTP) are not included in the contract. The maximum construction value of projects considered under this agreement is $10,000,000. Previous years engineering fees have been less than $250,000 per year.
