3.0 SCOPE OF WORK for AG RFP 02-2023 Municipal Roadside Mowing
3.1 The work shall consist of:
3.1.01 A minimum of a 15-foot shoulder cut on all local and field access roads (66-foot ROW) in Birch Hills County, approximately 1594 ditch miles or 2565 ditch kms.
3.1.02 A full ROW cut on all arterial and collector roads (100-foot ROW), approximately 72 Ditch miles or 116 km. As indicated on the County Map.
3.2 The Contractor shall commence mowing prior to July 1st with June 15th being the earliest, and finish before August 31th in each contract year.
3.3 The grass shall be mowed to a height not to exceed 10 cm (4 inches) above the ground. This height measurement shall be taken within two days of the grass being mowed. It is the Contractor’s responsibility to familiarize themselves with actual field conditions. In the event of work deemed unacceptable by the County, the Contractor shall be required to mow all areas of concern again until the Director of Agriculture Services or their designate is satisfied that the work is acceptable.
3.4 The Contractor shall provide and supply the necessary equipment and personnel for the maintenance, furnishings and performance of the work, matters and things to be done properly to complete the contract in accordance with the specifications as set out in the agreement.
3.5 The Proponent shall ensure that:
3.5.01 all tractors are equipped with roll-over protection equipment;
3.5.02 the tractors have adequate lighting;
3.5.03 all tractors and mowers have and display proper hazard/slow moving vehicle signs; and
3.5.04 adequate PTO guards and shields are in place.
3.5.05 all tractors are equipped with a portable fire extinguisher with a minimum of 6A;80-B:C rating that is ready for use.
3.6 The work shall consist of mowing all grasses, weeds, brush and small trees in and along Saddle Hills County rights-of-way or areas designated by the Director of Agriculture Services or their representative.
3.7 The purpose of the mowing program is to control the growth of grasses, weeds and brush on the road rights-of-way with particular attention to the shoulders, side slopes and ditches. This activity will:
3.7.01 provide an aesthetically pleasing right-of-way;
3.7.02 provide unobstructed drainage;
3.7.03 reduce issues associated with plant growth;
3.7.04 eliminate obstruction to sight distance;
3.7.05 reduce snow drifting on roadway;
3.7.06 eliminate obstruction to signs; and
3.7.07 increase visibility of wildlife on the rights-of-way.
3.8 The maximum size of trees that are required to be cut shall be 5 cm (two inches) in diameter, measured 10 cm (four inches) above the ground line.
3.9 The Contractor will be responsible for replacing any signs, telephone pedestals, or any other structures or improvements that they knock down, destroy, or damage arising from their activities.
3.10 All mowing shall be performed in such a manner that it results in a stand of mowed growth, which is acceptable to the Director of Agriculture or her representative.
3.11 Contractors shall not exceed a mowing speed of 5 mph on shoulders and 3.5 mph in ditch bottoms.
