Challenge-based Solicitation (CBS) – Initial Vendor Dashboard Solution (VDS)
This CBS process includes various Stages with corresponding Closing Dates and Times. Bidders should monitor this Notice of Proposed Procurement for any amendments to the CBS, including changes to these Closing Dates and Times.

SSC intends to award up to 3 contracts for up to $30k each for the Prototype. The draft prototype must be delivered by March 23, 2023. The total value of a resulting contract including any subsequent amendments or exercise of options will not exceed $238,000 (taxes included).
Requirement and Problem Statement
Shared Services Canada (SSC), Centre of Expertise in Agile and Innovative Procurement (CoEAIP) is looking for Vendor Dashboard Solution (VDS) to assist buyers in Agile Procurement Process and share information with vendors enabling them to understand the key steps, where the process is at and expected actions from vendors.
Suppliers participating to agile procurement processes lack information about the current status of a given agile procurement process. Refer to Attachment A - Statement of Challenge (SoC) for a detailed description of the preliminary SoC elements, including the Problem Statement, challenges and Minimum Viable Requirements.

Bilingual Invitation to Refine (ItR)
SSC will organize an Invitation to Refine (ItR) process after the bilingual webinar on January 12, 2023 at 2:30PM ET. The ItR will be composed by only one interactive engagement session with the supplier community to finalize the requirement. Procurement Process
Unlike traditional procurement, Challenge-Based Solicitations (CBSs) are based on the concept that Canada can best perform procurement if it presents the requirement as a need (problem statement(s)) and allows industry the freedom to propose innovative solutions that fill the need. CBS’s are issued in terms of needs and are accompanied by contractual conditions outlining industry participation, including mechanisms for evaluating proposed solutions. Solutions typically take the form of “prototypes”, and evaluations assess how well solutions satisfy the need. The Solicitation process is divided into two components: Invitation to Refine (ItR) and Final Challenge-Based Solicitation.
Throughout the ItR Sessions, Bidders are invited to provide feedback on the problem statement(s) by participating in videoconference interactions (Invitation to Refine events), and other types of activities facilitated by Canada, in order to help Canada, finalize the Challenge-Based Solicitation.
Following ItR Session(s), the Final Challenge-Based Solicitation is issued which includes contractual conditions outlining industry participation, and mechanisms for evaluating proposed Solutions.
Background
The CoEAIP is currently implementing a new contracting framework - Agile Procurement Process 3.0 (APP3.0). APP3.0 employs tools including flexible contracting mechanisms to improve the ability of Canada to move quicker and to produce better results. This Challenge-Based Solicitation is one of CoEAIP’s APP3.0 contracting mechanisms.
SSC and the CoEAIP are also committed to providing SSC employees with the knowledge needed to execute better buying approaches. As part of the deployment of APP3.0, the Enablers training curriculum within the Agile Procurement Learning Initiative (APLI) includes modules specifically designed to assist Procurement Officers with the inclusion of multiple agile principles into their day-to-day procurement processes.
The True Collaboration Approach defines when and how we engage vendors in Agile Procurement. This approach includes:
Sharing documents with vendors in draft format for review.
Collecting vendor input to the shared documents through virtual engagements and online questionnaires. Always prioritize dialogue over written feedback. Virtual platforms allow for anonymous contributions from the vendor community to protect commercially sensitive feedback while supporting real-time engagement.
Publishing or presenting a “ What We Heard ” summary report to share the input received and the actions that Canada took as a result with vendors.
Adjusting the process and documentation based on the feedback received. This contributes to not only an evolving design of the technical solution but also of the agile solicitation process to reflect vendor realities against Canada’s requirements.
