If the option years are exercised, then this would reoccur for up to two (2) optional, one (1) year periods. This population estimate will be used along with that of other streams to estimate the population in all of Lake Ontario BACKGROUND : Department of Fisheries and Oceans (DFO) has played a vital role in the sea lamprey control program since 1955. It is a binational program that is coordinated by the Great Lakes Fishery Commission (GLFC) and serves to protect the fisheries of the Great Lakes, which have an estimated economic benefit of $7 billion annually. Control is achieved primarily by extensive treatment of streams to eliminate larval sea lampreys. To measure how effective the control program is each year, DFO estimates the populations of adult sea lamprey in each lake on an annual basis. This is done by using traps to estimate populations in streams and then extrapolating to the entire lake. The results help to direct sea lamprey management.PROJECT WORK :For each year, the first day of trap servicing will be dependent on weather, and will be determined by DFO (usually in early April). Once the start date has been determined, the trap will be serviced five days per week for a minimum of 10 consecutive weeks. Work may be required beyond this 10 week period dependent on weather and trap catches, up to a maximum of 4 weeks. These week-long extensions will be determined by DFO at the end of the first 10 weeks and at the end of each subsequent week-long extension.REQUIREMENTS AND TASKS :The bidder must possess a valid Canadian G Class driver’s license, a copy must be on file prior to award. The language of correspondence must be English. A vehicle that is capable of transporting adult sea lampreys to release and disposal sites is required. Total weight of water and lampreys can be up to 225kg (500 lbs).Keeping animals live in holding may be required.DFO will provide all equipment to complete the work. The Contractor is responsible for secure off-site storage of equipment, costs related to the disposal of sea lampreys insurance requirements, transportation to and from the sites, telephone calls to DFO, postage and photocopying. The services that are required for each stream, five (5) days per week are:Ensure traps and barriers are operating as intended. This involves;assisting with the initial clean-out and set-up of the traps, general maintenance of the site including removal of debris accumulating in and around the traps, contacting DFO personnel when not operating as intended, or vandalism has occurred, andrecording the operational status of the traps each day.Remove, identify and count fishes and invertebrates captured in traps. This involves;accessing traps (in the case of Humber traps opening the lid and using a davit and chain hoist to lift traps, in the case of Duffins opening the lid),removing all animals captured, identifying and counting the number and species of fish, releasing native species upstream of the barrier, disposing of surplus sea lampreys (up to 1,000 per day), andrecording all information accurately.Conduct a mark-recapture study to estimate the population in the river. This involves;marking a portion of the sea lampreys with a unique fin clip for each week, maintaining good health of marked lampreys, transporting and releasing them at designated sites downstream, identifying and disposing of fin-clipped sea lampreys recaptured in traps, andrecording all information accurately.Collect biological data from sea lampreys. This involves;measuring length and weight of recaptured lamprey (up to max of 25 per day),dissecting measured specimens to determine sex and maturity, recording all information accurately.Collect environmental data. This involves;measuring water and air temperature, measuring water levels using staff gauges on site, measuring turbidity, andrecording all information accurately.Complete a daily report each time the trap is visited. This involves:recording the date, time, operator name and all information collected in numbers 1 to 4 above, upon completion of each week, mail the set of hard copy daily reports for that week to DFO, andretain field notes and daily reports to prevent data loss.7. On a weekly basis call or e-mail DFO to report:the daily number of sea lamprey that were captured and recaptured from each individual trap over the previous week, andany mechanical or structural issues with the barrier, fishway or traps.TRADE AGREEMENTS APPLICABILITY OR OTHER OBLIGATIONS :This procurement is subject to the following trade agreement(s)Canadian Free Trade Agreement (CFTA) – Article 513 (1) (b) (iii)Canada-Chile Free Trade Agreement (CCFTA) – Article Kbis-09 (1) (b)Canada-Colombia Free Trade Agreement – Article 1409 (1) (b) (iii)Canada-Honduras Free Trade Agreement – Article 17.11 (2) (b) (iii)Canada-Korea Free Trade Agreement – Article XIII (1) (b) (iii)Canada-Panama Free Trade Agreement – Article 16.10 (1) (b) (iii)Canada-Peru Free Trade Agreement (CPFTA) – Article 1409 (1) (b) (iii)GOVERNMENT CONTRACTS REGULATIONS (GCRs) EXCEPTION AND LIMITED TENDERING REASONS :The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - only one person is capable of performing the work. There are no known alternative sources of supply.BASIS FOR CANADA’S OWNERSHIP OF INTELLECTUAL PROPERTYThere is no Intellectual Property being created under this contract.SECURITY REQUIREMENT :No Security Requirement.CONTRACT PERIOD :The period of the Contract is from March 1, 2023 through to February 28, 2024The contract will include two (2) additional one (1) year period under the same conditions to be activated at the discretion of DFO.COST ESTIMATE :The estimated cost of the proposed contract is $164,124.00 for 3 years ($53,681.00 year 1, $54,758.00 year 2, $55,685.00 year 3) plus tax.SUPPLIERS’ RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES : Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.
