Description

Notice is hereby given by the British Columbia Council on Admissions and Transfer (BCCAT), which is affiliated with the British Columbia Institute of Technology (BCIT), intends to directly award a Contract to the following supplier for the ongoing support and development of BCCAT technologies, including but not limited to the BCCAT website (bccat.ca), the BC Transfer Guide website ( bctransferguide.ca), and the Transfer Credit Evaluation System (TCS).

BCCAT has chosen not to proceed with a competitive process for the following reason:

the goods or services can be supplied only by the selected supplier, and no alternative or substitute exists, to ensure compatibility with existing products/systems, and
Bayleaf has developed and maintained BCCAT’s existing custom-built systems and its previous iterations;
Bayleaf’s infrastructure, knowledge, and experience ensures continuity of mission critical services for both BCCAT and the post-secondary sector.

The term of the contract is April 1, 2023 to March 31, 2024. The total value of the contract will not exceed $500,000.00 CAD (not including GST/PST). The contractor will be appointed for a period of one year. BCCAT reserves the right to negotiate subsequent contracts for information technology support services on an annual basis for four additional years. The amount of the contract in subsequent years may vary, and the contract is subject to the agreement of both parties.

BCCAT currently owns and operates the Transfer Credit System (“TCS”) which is the BC Transfer System’s system-wide technology that facilitates the workflow for establishing course-to-course equivalencies between transfer system members. BCCAT also owns and operates the public websites for the BC Transfer Guide and BCCAT organization. As the company that has developed the TCS, from its inception as the Transfer Credit Evaluation System in 2005 and its re-build in 2018, Bayleaf Software Inc. is the only vendor who can efficiently and effectively provide service level support for the existing custom-built software.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Jennifer Kook, by email before 2:00pm PST December 29, 2022. BCCAT will review any and all issues received by this date and provide due consideration to each objection.
