3.0 SCOPE OF WORK
Alberta Agriculture and Irrigation requires the services of an Engineering Consultant to undertake a comprehensive assessment of the Jensen Inlet and Low Level Outlet structures. The services to be provided shall include:
1. Review previous studies, information, drawings, and technical reports including construction records, previous geotechnical investigations, structural design and structural assessments of the infrastructure.
2. Conduct a site inspection, as necessary, to become familiar, assess site condition and plan for geotechnical investigations.
3. Conduct any necessary site investigations of the sub-surface/surface conditions for the Inlet structure and the Low Level Outlet. The site investigation should include but not limited to borehole drilling, soil testing and any other destructive, non-destructive and laboratory testing deemed suitable by the proponent.
4. Assess the structural condition and integrity of the inlet structure considering all anticipated loading conditions for the inlet structure. Also assess the risks and their consequence of the continued deterioration of the structure. Assess the structural condition and integrity for the Low Level Outlet structure to determine its continued use or anticipated further rate of deterioration.
5. Provide an assessment of the remaining service life of the Inlet structure and the Low Level Outlet based on the consultant’s investigations and assessment of the structure.
6. Propose options for rehabilitation and replacement of the inlet structure that meets operational requirements. Provide preliminary concepts, design, cost estimates, drawings, constructability assessment, advantages and disadvantages for each of the alternatives considered.
7. Propose options for rehabilitation, repurposing and replacement of the Low Level Outlet to meet operational requirements including alternatives for the Town of Magrath water line. Provide preliminary concepts, design, cost estimates, drawings, constructability assessment, advantages and disadvantages for each of the alternatives considered.
8. Recommend the course of actions and timeline for implementation for the preferred options of the structures.
