Description

The Ministry aims to procure the services of one (1) Vendor with expertise in recruitment and selection systems to develop the Customized Tool to be used for the purpose of assessing and selecting candidates for appointment as COs for the Ministry. The Vendor will also need to provide and support a Digital Assessment Platform to deliver the Customized Tool to candidates.

“Customized Tool” means a suite of psychometric assessments specifically developed for the Ministry with the purpose to enable a more robust Correctional Officer recruitment selection process, with assessment tools that have either been developed or validated using Canadian norms. The Customized Tool will be used for assessing and selecting Ontario correctional officer (CO) candidates and a Vendor provided Digital Assessment Platform will be used to deliver the Customized Tool to candidates.

“Digital Assessment Platform” or “DAP” means the Vendor established and hosted user-friendly online digital interface/website, as more particularly described in the Deliverables, which provides for i) Candidate access to the Customized Tool for assessment and related purposes, and ii) the ability of the Ministry to export candidate results (and contains security features that protect candidate privacy and confidentiality of the assessments. For clarity, this Digital Assessment Platform shall be Vendor provided and supported. It will not be housed on Ministry IT infrastructure).
Scope of Work
The Vendor shall provide:

• academic, research and operational expertise in the field of psychometric assessments for recruitment and selection,

• recommendations on which CO core competencies are best assessed through a Customized Tool; this may include all or some of the CO core competencies provided to the Vendor by the Ministry,

• project management experience to ensure broad and appropriate subject matter expertise is available to facilitate and design the Customized Tool and Digital Assessment Platform as described herein.

• The Vendor shall design the Customized Tool with engagement and feedback from the Ministry at each phase of the process to ensure the detailed specifications are achieved.
