Description

Request for information for a Property Management Information software/system and Implementation.

The property function of the Ministry collectively administers one of the largest land acquisition programs of any highway authority in Canada. The MTO acquires an average of about 400 properties each year, either through amicable agreements or expropriation. The function is made up of five property offices and a head office.

In addition to acquiring land for the Ministry’s programs, the property offices are responsible for entering into agreements with property owners including partial acquisitions or full acquisitions of fee simple interests, temporary limited interests, permanent limited interests, permission to enter agreements, and compensation agreements following expropriation or removals.

Property offices manage an inventory of over 8,000 properties, including properties subject to leases (approximately 250) for buildings or lands only. The property offices are responsible for managing an estimated 15-20 demolitions from the Ministry owned lands every year.

The primary goal of this RFI is to seek value-added input and information about the current and future market capabilities for a Property Management Information System that could be configured, modified and/or extended to support the needs of the Ministry.

The Ministry seeks to explore either a Commercial Off the Shelf (COTS) Service solution or Software-as-a-Service (SaaS) Managed Hosted Service solution delivery model.
