Attendance at Court
When required to do so by the City Solicitor, Parking By-Law officers will be required to attend court in connection with the prosecution of unpaid tickets. Each attendance in court will be paid at the rate of three (3) hours minimum if the officer is not already on duty at the time. If an officer is on duty, no adjustment to pay/hours will be made. If an officer leaves the parking enforcement detail but it still employed by the service provider, the service provider is expected to compel the
employee to attend court if a trial arises. If the employee is no longer employed by the service provider at the time of a trial, the ticket will be dismissed.
Witness statements
As part of their duties, officers are regularly required to complete witness statements forwarded to them by the Summons Clerk for tickets that are proceeding through the court process. Officers are expected to correctly complete and return those witness statements promptly, as monitored by the enforcement supervisor.
Officers who leave the detail may still have tickets they've issued progressing through the court process. If the officer remains employed with the service supplier, the service supplier would be expected to compel the employee to complete witness statements and/or attend court for those tickets. If officers are no longer on the detail and no longer employed with the service supplier, the service supplier will attempt to provide contact information to Parking Services if the individual is
willing to complete witness statements.
Individuals no longer with the detail will be paid $3.00 per witness statement for each statement they complete, to be paid by direct deposit or e-transfer. The Parking Enforcement Supervisor will accumulate statements so as to reduce the number of times an individual may need to come in.

Yes, all uniforms must be bilingual.
2. Is there a bilingual requirement for any positions within the RFP?
Local Government preference is for positions to be bilingual.

4. Fredericton School Crosswalk - Is the minimum wage the minimum or maximum required pay rate?
See Request for Proposal P22-31 - Section 16.3 Fredericton School Crosswalk Service - Page 18 states:
- Total hourly bill rate will equal minimum wage, CPP, EI, WorkSafe NB, Vacation Pay, Statutory Pay (not
worked) and Administration and Overhead.
- Administration and overhead cost will include Supervision with vehicle and communications,
recruiting, Cross Guard training, clothing and equipment, payroll processing, insurance, annual CPIC /
vulnerable sector cost and benefits
5. Fredericton School Crosswalk Service - Is it necessary for the crossing guards to have a security guard license?
The Local Government does not require the crossing guard to have a security guard license.
6. Fredericton School Crosswalk Service - What is the detailed schedule to total the three (3) hours required per day?
Schedule will depend on the Fredericton School the crosswalk is nearby.
7. Fredericton Police Station - Do the guards require PPE such as protective vest or gloves?
No, detention guards will have no physical contact with clients, role is to observes and advise officer if required. Guards don't conduct searches or become engaged in any physical contact.
8. Fredericton Police Station - Reference 16.5 - Fredericton Police Station
Delete:
Proponent responsible for vehicle parking during the hours 07:00 - 18:00, Monday through Friday (inclusive).
Replace with:
Proponent responsible for vehicle parking during shift, No parking at Police Station or Staff Parking Lot beside the Police Station.
9. Will the Local Government pay the Crosswalk Guards for hours not worked for school days that have been cancelled because of school closures?
As stated in Section 17.0 of RFP, payment will be for services rendered (or hours actually worked).
10. Recreation, Tourism & Community Engagement - Section 16.6 - Details for "Proponent to lock public washroom doors at 9:00 pm (unless alternative time has been negotiated with the Local Government)"
This is a daily requirement for the two washrooms located at Officer's Square.
