Notice is hereby given that Fraser Health Authority ("FHA", the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide
120 each Handheld Scanners / Printers for Fraser Health Authority for a term of one (1) year at an estimated value of $ 307,345.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
- the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Rationale
FHA currently uses a Lab transfusion medicine workflow software solution that is integral to their operation. This software represents a comprehensive solution in terms of clinical workflow efficiency and data collection points when pulling patient demographic data and results from the Health Authority’s Meditech EMR system. RMS Omega, in partnership with the publisher of this software solution, has exclusively developed and manufactured these handheld printers and scanners. Without the RMS Omega hardware, the software solution cannot be used. As such, RMS Omega is the only vendor capable of providing these compatible devices for the FHA's transfusion medicine workflow solution.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Jasjit Gill, Buyer, by email before 12:00pm Pacific Time, August 5, 2022. PHSA will review any and all issues received by this date and provide due consideration to each objection.
