Description

This Request For Bids (RFB) is issued by Treasury Board Secretariat (the Ministry) on behalf of the Ministry of Finance (MOF).

This RFB invites Bidders to submit Bids for the provision of a Solution to support the Ministry’s Raw Leaf Tobacco (RLT) Oversight Program, including Software, Handheld/Mobile Devices, Mobile Application, and Markers.

Vendor to provide/deliver/operate Solution to support the RLT oversight program, automate the management, monitor the production and movement of RLT produced in, imported into, and exported from Ontario.

In alignment with the Government's Open for Business strategy, the Ministry is seeking technology, products, services and industry best practices to enhance its oversight of RLT through an integrated, automated registration and track & trace solution.
Scope of Work
The Ministry seeks a single Vendor to supply, deploy, manage, and maintain all the required components to implement a vendor-hosted Solution, including but not limited to:
• Marker Technology automate recording of information, labeling Bales/Packages of RLT,
• Technology Hardware (handheld readers, scanners or other) automate recording of data from RLT markers/other sources,
• Mobile device application host application to receive the scanned/read information from the handheld readers for presentation to users, and
• Track and trace hosted Solution to automate the integrated business processes for RLT tracking and tracing, inspections, and workload management.

Vendor shall provide goods, technical/professional services, all necessary labour and materials to:
• Integrate Solution with the Ministry’s OntTax system,
• Establish 24/7 helpdesk for support of all users,
• Implement the Solution,
• Provide “train the trainer” training,
• Comply with standards/policies and provide all other requirements.
