3882 - EPRO2022-022-BIOSOLIDS MIXING AND FEEDSTOCK SUPPLY AND HARTLAND CIVIL WORKS

The Capital Regional District (CRD) invites bids from qualified Contractors (bidders) for the supply and delivery of goods and services as and when, if required, to support the Parks and Environmental Services Department (PES).

DESCRIPTION OF WORK

The Capital Regional District (CRD) requires transport and blending services for Class A biosolids produced at the CRD’s Residuals Treatment Facility (RTF). The biosolids are designated as Class A, under the BC Organic Matter Recycling Regulations (OMMR) and produced from wastewater treatment residuals generated at the McLoughlin Point Wastewater Treatment Plant.

During routine operations, the biosolids are shipped to Richmond, BC for use as an alternative fuel at a cement kiln. However, twice per year, the cement kiln shuts down for maintenance and the CRD must beneficially use the biosolids at Hartland Landfill, in accordance with an approved Short-Term Contingency Plan. The plan requires the blending of biosolids into a Biosolids Growing Medium (BGM), as outlined in the OMMR, for land application as fertilizer or landfill gas mitigation (biocover).

Cement kiln maintenance periods will range in date and duration typically occurring in February and November. The contractor will be required to manage biosolids at Hartland Landfill, as described in the scope of work. In addition to these planned maintenance periods, there may be unplanned maintenance periods requiring onsite management of biosolids at short notice, and for unknown duration.

As well, the CRD’s Parks and Environmental Services (PES) may require a contractor for civil works services at the Hartland Landfill or other CRD site(s) and will rely on this Standing Offer to contract the work.
