INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
CONCERNING THE AVAILABILITY OF PREMISES FOR RENT
IN THE WEST-ISLAND (MONTREAL)

Public Works and Government Services Canada (PWGSC) invites all interested parties to submit information concerning a possible rental project for premises that meet the following criteria:
Section A - Elements of the lease
A lease with a term of approximately 10 years, starting on or around September 1, 2023, plus an option to extend the lease for one (1) additional period of two (2) years and an option to extend the lease for three (3) additional periods of one (1) year;
Approximately 1037 usable square meters (m2u) for office space. At least 716 m2u of office space (the public area) must be on the ground floor with, preferably but not necessarily, windows on the street. The remainder of the space, 321m²u, (the administrative area) can preferably also be on the ground floor or on the adjoining upper floor.
The proposed premises must be available approximately 22 weeks before the date of beginning of the lease indicated above so that they can be prepared for their occupation:
Regular business hours will be from 7 am to 5 pm Monday to Friday. However, the HVAC mechanics of the two areas (public and administrative) must be able to be controlled independently and it must be possible if necessary to extend the use of the mechanical system outside of regular occupancy hours.
The loading dock must be accessible as well as the freight elevator if part of the future space is located above the ground floor level. This must be large enough to accommodate a standard pallet delivery. Any loading dock or goods entrance not located at ground level must be equipped with a loading platform.
Space for bicycle racks for a minimum of 10 bicycles must be provided.
The lessor must ensure the availability of 25 parking spaces for the use of the occupant and clientele, located inside or outside the building, which are not more than five hundred (500) meters from the building, taking into account sidewalks and pedestrian crossings.
The spaces must be located no more than 500 meters from public transport.
The proposed premises must be located on the island of Montreal, within the perimeter indicated below:
The entire territory of the island of Montreal West of des Sources Boulevard, with the exception of the municipalities of Senneville and Baie-d'Urfé.
The proposed premises must, on or before the date of entry into force of the lease, meet all the requirements indicated in the document concerning the standards relating to the leased premises of PWGSC; you can obtain a copy from the contact person mentioned in section F.
Note: PWGSC may wish, upon reasonable notice, to visit or inspect the proposed premises and a threat and risk assessment may be required to assess potential threats to the safety of the proposed premises and the public.

Section C - Deadline
Since this may be the only invitation to submit an expression of interest for this potential rental project, owners or their agents are encouraged to respond by
June 25, 2021 . Any response received after this deadline may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Mandatories submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to the fit up work. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/ PWGSC at

This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
