Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Learning and Development Division of Correctional Service Canada (CSC) needs commercial accommodation, room rental, catering and transportation services for recruits who will attend the Correctional Training Program (CTP) at Port-Cartier.
Objectives: Provide accommodation services on an overnight basis for the recruits participating in the CTP. These accommodation services include the provision of three meals daily on site or in a take-out form, the availability of a conference room to allow the continuous training in the event that the training could not be given in the Institution and transportation services between the accommodation location and the Institution, as needed.

Accommodations
The Contractor shall:
Provide commercial accommodations and three meals per day to recruits who are participating in the CTP for the duration of the Standing Offer
Each recruit must have his/her own room
CSC agrees to notify the Contractor at least seven (7) days in advance regarding the number of overnight stays required.
CSC agrees to notify the Contractor at least twenty-four (24) hours in advance for any cancellation of an overnight stay.
Provide an on-site service and designate a point of contact, in both English and French, to provide service 24 hours per day, 7 days per week.
Provide check-in at the hotel from 06:00 to 01:00. Outside these times, the Contractor must provide a storage space for baggage upon request.
The Contractor must allow recruits to leave late until 15:00 without charge for an additional overnight stay in order to accommodate the recruits’ travel time and/or any change.
Rooms must have the following features:
No carpets
Full private bathroom, including shampoo and soap
One double or queen bed, work desk with chair, alarm clock, wardrobe and television with free local channels
Free high-speed Internet
Free local calls
Ironing board and iron
Rooms cleaned weekly, with towels and amenities being replaced if needed
Sheets, bedding, towels, pillows and all other bedding must be made available to recruits
Bedding must be changed at least once per week.
The Contractor shall provide all recruits with the following services:
Parking;
A fitness centre must be accessible at the hotel or within 5 km of the hotel. If the fitness centre is accessible on site, this service must be included in the room rate. If the fitness centre is not on site, the costs will be covered by the recruits;
Laundry facilities available on site; the recruits will be responsible to obtain laundry items, not limited to, detergents, softeners.
The Contractor must be able to provide one or two conference rooms (depending on the dimensions of the rooms) in order to comply with social distancing for 16 recruits and 4 facilitators and the equipment mentioned below. The Contractor must provide tables and chairs, and a projector and screen in these rooms. This facility must be closed at the end of training and a CSC employee will be responsible for it.
Catering services
The Contractor must provide meal services for all CTP recruits as follows:
Catering services for breakfasts, hot lunches (except for lunches on working days) and dinners at the place of accommodation;
Working-day lunches (Monday to Friday, except for statutory holidays) must be provided in lunch bag form for each recruit;
All lunches, whether eaten at the place of accommodation or elsewhere, whether hot or cold, must be served in separate lunch boxes;
Drinks are included in meal services;
The number of meals required during the holiday season will be determined by the number of recruits who will remain at the place of accommodation;
CSC agrees to notify the Contractor at least seven (7) days in advance regarding the number of meals required;
CSC agrees to notify the Contractor at least twenty-four (24) hours in advance for any cancellation of a meal.
The Contractor must provide the following additional meal-related services:
Contact person or person responsible for coordinating food services;
Dining room facility for accommodating all recruits simultaneously, while complying with social distancing measures;
Varied menus every day of the week with a rotation of meals for lunch (lunch box) and dinner with a minimum of two main menu choices. There will be a two-week rotation of breakfasts and lunches to meet the standards of Canada’s Food Guide;
Each meal must include a vegetarian option;
The Contractor must be able to accommodate special diets and allergies by paying special attention to requests. CSC agrees to notify the Contractor of any special diet or allergy at least five days prior to the arrival of the recruit through the Program Delivery Manager;
The Contractor must accommodate recruits who have dietary requests related to their religious beliefs. Approval or refusal or accommodation for a religious practice must be based on the circumstances and each case is unique, taking into consideration all factors, such as availability and feasibility, and the health and safety of recruits and other staff members. The Program Delivery Manager is responsible for determining what constitutes “reasonable efforts” and feasibility and availability.”
Transportation
The Contractor must be able, on request, to provide transportation for recruits from the hotel to Port-Cartier Institution and/or from Port-Cartier Institution to the hotel on any day of the week from Monday to Friday. CSC will give a three to five days’ notice to the Contractor for required transportation services. The bus must be of sufficient size to comply with social distancing for 16 recruits. The bus must be disinfected by the Contractor after each use.
