THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 62699 / Melocheville Tunnel, consultant services for the replacement of the P-113 bridge, paving of tubes, securing of the rock walls and related electrical works (2021-2023) (hereafter referred to as “Contract”).
This Contract generally consists in providing, in 2021-2022 and 2022-2023, the professional engineering services to carry out a summary preliminary project (SPP) study and a detailed preliminary project (DPP) study for the replacement of the P-113 Bridge located at the west approach to the Melocheville Tunnel (hereinafter “Tunnel”), the rehabilitation of the asphalt of the north and south tubes of the Tunnel, the securing of the top of the rock walls at the approaches to the Tunnel as well as miscellaneous related electrical work.
The Request for Proposal Documents for the Contract (Section 0 and addendums) are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
▪ for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $25.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery.
▪ for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are$2.00 per request for proposals and $0.12 per page for automatic email delivery.

The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.

Please return one (1) copy of your technical offer and of your financial offer in two (2) separate envelopes, which shall be sealed and marked “TECHNICAL OFFER” and “FINANCIAL OFFER”, and on which the labels provided by the Owner for that purpose shall be affixed, at the address below, which is the only address for the receipt of proposals.

The deadline for the receipt of proposals is September 8, 2021 at 3:00 p.m.
No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope.
The proponent may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
