NOTICE TO RESPONDENTS

THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit your Qualification Documents as part of the Call for Qualification no 35006 / Supply of Ultra-High Performance Fibre-Reinforced Concrete (UHPFRC) (2022-2025) (“File”).

This Call for Qualification will only be issued once, but interested suppliers may submit their Qualification Documents to the Owner at any time during the List of Qualified Suppliers validity period, i.e. from February 1, 2022 through January 31, 2025, in accordance with the terms of this Section 2 – Instructions to Respondents.

As part of its research and development of new techniques for the rehabilitation of structural elements, the Owner intends to carry out several pilot projects in the near future, focusing most notably on the reinforcement of bridge piers, beams and slabs with fibre-reinforced concrete, including ultra-high performance fibre-reinforced concrete (hereinafter referred to as “UHPFRC”). The List of Qualified Suppliers established by the Owner as a result of this Call for Qualification shall be attached to the Call for Tender Documents issued for construction work to be performed that includes the use of UHPFRC. Contractors will need to retain the services of a supplier on the List of Qualified Suppliers. During construction work, the Respondent may be called upon to assist and supervise the contractor in placing the UHPFRC.

The Call for Qualification Documents for the File are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:

for those who do not hold a subscription giving access to the Owner’s calls for qualification on Merx: $60.00 per request for downloading the Call for Qualification Documents. For addenda, the fees are $4.95 per month for the duration of the Call for Qualification, $2.00 per request and $0.12 per page for automatic email delivery.

The submission of Qualification Documents constitutes an assertion that the Respondent has read all Call for Qualification Documents and agrees to the conditions therein set forth.

Procurement strategy: compliant Qualification Documents having obtained a score of at least 70 % subject to the conditions of this Call for Qualification.

Please fill the Section 3 Call for Qualification Document Forms as outlined in Section 2 Instructions to Respondents and return it to the email address below which is the one and only email address for receiving Qualification Documents: offres@pjcci.ca.

Office hours: Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.,
                        Eastern Standard Time (EST).

Our offices will be closed from December 27th to January 4th. We will back on January 5th.

The deadline for the receipt of Qualification Documents is January 18, 2022 at 3:00 p.m. (EST)

No Qualification Documents received after the above closing date and time will be accepted. The time and date of receipt of ones Qualification Documents will be deemed to be the date and time of receipt of the email by the Owner’s Procurement Advisor. Qualification Documents transmitted before the closing date and time may, before the closing, be withdrawn or replaced. However, the Owner will not penalize the Respondent whose Qualification Documents are received after the closing date and time if the delay is attributable solely to the Owner.

The Respondent may submit its Qualification Documents in either of Canada’s two (2) official languages.

The Owner does not bind itself to accept any Qualification Documents, notably if the Owner determines that it is not in the public interest to do so.
