CALL FOR PRE-QUALIFICATION

THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a legally constituted corporation, having its head office and principal place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of His Majesty in right of Canada (hereinafter referred to as “Owner”) invites you to submit a Pre-Qualification File for the following professional design services:

Structure (Steel/Concrete)
Electricity/Mechanics/ITS
Road (Pavement)

under Call for Pre-Qualification No 35008 / Professional Services, Design Category (2024-2027) (“Call for Pre-Qualification”). The Owner does not intend (but reserves the right) to issue any further calls for pre-qualification for the subject professional design services during the period of validity of the List of Pre-Qualified Consultants.

This Call for Pre-Qualification is the first step in the Owner’s procurement process for the provision, for a period of three (3) years (2024-2025, 2025-2026 and 2026‑2027), of engineering consulting services for the preservation and major maintenance of the Owner’s assets. Subject to the terms and conditions of the Call for Pre-Qualification, only the consulting firms registered on the Owner’s List of Pre-Qualified Consultants will subsequently be invited to submit proposals for the services contracts covered by this Call for Pre-Qualification.

The Owner will select a minimum of three (3) Consultants. The selected Consultants will be those whose compliant Pre-Qualification File has obtained a score of at least 70%. If fewer than three (3) Consultants are listed on the List of Pre-Qualified Consultants during the period in which such list is valid, the Owner reserves the right to maintain the List of Pre-Qualified Consultants and to invite only the pre-qualified Consultants listed on said list to submit service proposals for the services contracts covered by this Call for Pre-Qualification. The Owner also reserves the right to proceed, at any time, by way of a new call for pre-qualification or by a public request for proposals.

This Call for Pre-Qualification is subject to Chapter 5, Procurement, of the Canadian Free Trade Agreement and to Chapter 19, Government Procurement, of the Comprehensive Economic and Trade Agreement.

As part of its mission, the Owner operates, manages, supervises, builds, restores, maintains and repairs the bridges, roads and tunnels of federal jurisdiction located in the Greater Montreal area, namely the Jacques Cartier Bridge, the federal section of the Honoré Mercier Bridge, the federal section of the Bonaventure Expressway, the Estacade and the Melocheville Tunnel.

The Call for Pre-Qualification Documents No 35008 are available through “Merx” Private Tenders at http://www.merx.com/pjcci, at the following costs, which are payable by credit card directly to Merx:

for those respondents that do not have a subscription giving access to the Owner’s calls for tenders on Merx: $70.00 per call for pre-qualification to download the Call for Pre-Qualification Documents (which amount includes automatic delivery of the addenda by email);
for those respondents that have a subscription giving access to the Owner’s calls for tenders on Merx: free download of the Call for Pre-Qualification Documents and automatic delivery of the addenda by email.

The submission of a Pre-Qualification File constitutes an assertion that the Respondent has read the Call for Pre-Qualification Documents in their entirety and agrees to the terms and conditions therein set forth.

Procurement strategy: compliant Pre-Qualification Files that have obtained a score of at least 70%, subject to the terms and conditions of the Call for Pre-Qualification.

The deadline for the receipt of the Pre-Qualification Files is Wednesday, July 10th, 2024 at 3:00 p.m. Eastern Standard Time (EST).

Please complete Section 4 “Pre-Qualification File Forms” according to Section 2                        “Instructions to Respondents”.

To submit your Pre-Qualification File, please return the Pre-Qualification File form to the following email address, which is the sole and exclusive email address for the receipt of the Pre-Qualification Files: offres@pjcci.ca, to the attention of the Procurement Advisor.

No Pre-Qualification Files received after the above-mentioned closing date and time will be accepted. The time and date of receipt of the Pre-Qualification Files will be deemed to be the date and time indicated on the email sent to the Owner.

The Respondent may submit its Pre-Qualification File in either of Canada’s two (2) official languages.

The Owner does not bind itself to accept any Pre-Qualification File, notably if the Owner determines that it is not in the public interest to do so.
