THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 80375 / Consultant Services, Quantification, Audit and Development of a Greenhouse Gas Reduction and Compensation Plan (2022-2025) (hereafter referred to as “Contract”).
The general purpose of this Contract is to provide professional services in 2022-2023, 2023-2024 and 2024-2025 for the quantification, audit, and development of a greenhouse gas (GHG) reduction and compensation plan for the Owner.
As part of the Owner’s federal obligations, the Government of Canada, through its Federal Sustainable Development Strategy (FSDS), requires the Owner to quantify and achieve 40%-45% GHG reductions below 2005 levels by 2030, and to have a plan to achieve carbon neutrality by 2050.
At the Owner’s sole discretion, this Contract may be amended or extended one (1) time to include the services to be performed in 2025-2026 and 2026-2027.
The Request for Proposal Documents for the Contract are available through “Merx” Private Tenders, at https://www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $60.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery.
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are$2.00 per request for proposals and $0.12 per page for automatic email delivery.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: proposal that represents the best overall value.
If requested, the annual minimum fee for Cognibox membership is $800 before taxes.
The submission of a proposal constitutes an assertion that the Consultant has read all Request for Proposal Documents and agrees to the conditions therein set forth. To do so, the Consultant shall fill the Section 4 Technical Offer and Section 5 Financial Offer forms as outlined in Section 2 Instructions to consultants and transmit them in two (2) separate files named “Technical Offer” and “Financial Offer” no later than November 16, 2022 at 3:00 p.m., Eastern Standard/Daylight Time by email at offres@pjcci.ca.
No proposal or part thereof transmitted by fax, mail or any other means will be accepted nor if it is received after the closing date and time. The time and date of receipt of the proposal will be deemed to be the date and time indicated on the email transmitted to the Owner.
A proposal transmitted before the closing date and time may be withdrawn or replaced before the closing.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
