THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a tender for Contract No 62637 / Jacques-Cartier Bridge, Section 8, Work for Drained Water Management and Landscaping (2020-2021).
The Special Sections of the Tender Documents (Section 0 Notice to Contractors, Section 3 Special Administrative Conditions and Sections 4 Special Technical Conditions) for Contract No 62637 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable by credit card directly to Merx:
- for tenderers who do not hold a subscription giving access to the Owner’s tender documents on Merx: $25.00 per call for tenders for downloading the Tender Documents as well as $4.95 per month, $2.00 per call for tenders and $0.12 per page for the automatic delivery of the addenda by email;
- for tenderers who hold a subscription giving access to the Owner’s tender documents on Merx: free download of the Tender Documents as well as $2.00 per call for tenders and $0.12 per page for the automatic delivery of the addenda by email.
The Standard Sections of the Tender Documents (Sections 1, 2 and 5 to 11) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated (www.JacquesCartierChamplain.ca) under the tab Call for Tenders/Tender Documents. The version of the standard sections of the Tender Documents which is applicable to this Contract is the NV Version, available at the following address: https://jacquescartierchamplain.ca/our-corporation/appel-doffres/tender-documents-standard-sections-nv-version/?lang=en. These documents are incorporated by reference into and form an integral part of the Tender Documents as if they were formally reproduced therein.
The submission of a tender constitutes an assertion that the Tenderer has read all Tender Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: lowest compliant bidder.
The tenders, sealed and inserted into an envelope on which the return label provided with the Tender Form and marked “TENDER FOR CONTRACT No ‘’62637” shall be affixed, and which are with respect to:

will be received until 3:00 p.m. on May 12th, 2020 at the Owner’s offices at the following address, which is the only address for the receipt of tenders:

Office hours: Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.
No tenders received after the above closing date and time will be accepted. The time and date of receipt of the tenders will be deemed to be the date and time indicated by the stamp affixed by the Owner on the tender envelope. The Owner will not penalize the tenderer whose tender is received after the closing date and time if the delay is attributable solely to the Owner.
This Contract generally consists of executing, over a two (2) year construction period, work for management of drained water and landscaping in the scope of site revitalization under section 8 of the Jacques Cartier bridge. The Contract also generally consists of modifying the drainage system elements, the characterization and management of contaminated soils, and various lighting work on the site.
The Tenderer may visit the site independently. However, The Tenderer that visits the site independently is only permitted to visit the areas that are normally accessible to the public. Upon request, the Tenderer may also visit the site accompanied by a representative of the Owner, by appointment with the Procurement Advisor of the Owner (See Appendix 2-I of the Section 2 Instructions to the Tenderer – Visit Type C).
The tenders must be completed on the Tender Form provided by the Owner and must be signed. To be eligible, the tender must comply with the Tender Documents and must be accompanied by the security therein specified.
The unit price tendered on each work or materials pay item shall represent the actual cost of said work or materials. If, in the opinion of the Engineer, these prices do not represent the actual costs, the Owner may reject the tender.
The tenderer is required to submit the Tender Form only; the other documents are provided in order to indicate to the successful tenderer what the contractual conditions are.
The value of the performance bond and of the labour and material payment bond shall be in an amount representing at least 50% of the total tender amount. The Owner requires Federal Bonds; Standard Bonds will not be accepted.
The tenderer may submit its tender in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept the lowest or any tender, notably if the Owner determines that it is not in the public interest to award the Contract.
