NOTICE TO CONSULTANTS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No
90109 / Jacques Cartier Bridge, Sections 2 to 8, Professional Services for Modal Frequency Definition and Analysis of Bridge Spans (2022-2023) (hereafter referred to as “Contract”)
.
This Contract generally consists in providing professional services in 2022-2023 to perform a vibration analysis on six (6) spans (5-6, 8-9, 9-10, 19b-20, 34-35 and 36-37) of the Jacques-Cartier Bridge. The results of these vibration analyses will then be integrated into a digital model that will adequately represent the current condition of the Bridge Spans.
The Request for Proposal Documents for the Contract (Section 0 and addenda) are available through “Merx” Private Tenders, at
https://www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $60.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery.
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are$2.00 per request for proposals and $0.12 per page for automatic email delivery.

The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.

Please fill the Section 4 Technical Offer and Section 5 Financial Offer forms as outlined in Section 2 Instructions to consultants.
Please return one (1) copy of your technical offer and of your financial offer in two (2) separate envelopes, which shall be sealed and marked “Technical Offer” and “Financial Offer”, and on which the labels provided by the Owner for that purpose shall be affixed, at the address below, which is the only address for the receipt of proposals.

The deadline for the receipt of proposals is April 19, 2022 at 3:00 p.m., Eastern Standard Time.
No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope.
The proponent may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
