NOTICE TO CONSULTANTS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 80346 / Jacques-Cartier Bridge, consultant services inventory and master plans of structural elements (2023-2026), (hereafter referred to as « Contract »).
The Request for Proposal Documents for Contract No 80346 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $70.00 per request for proposals for downloading the Request for Proposal Documents including the addendum automatic email delivery;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents including the addendum automatic email delivery.
If requested, the annual minimum fee for Cognibox membership is $800 before taxes.

The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: proposal that represents the best overall value.
The deadline for the receipt of proposals is Monday, 24th of April 2023, at 3:00 p.m.
Please fill the “Technical Offer” (Section 4) and “Financial Offer” (Section 5) forms as outlined in the “Instructions to Consultants” (Section 2).
Please return the Technical Offer form and of the Financial Offer form in two (2) separate files, named “Technical Offer” and “Financial Offer” to the email address below, which is the only address for the receipt of proposals: offres@pjcci.ca
Office hours: Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.
No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated on the email transmitted to the Owner.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
