35000 - CALL FOR QUaLIFICATION
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a legally incorporated corporation having its head office and its chief place of business in Longueuil, Province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting as an agent of Her Majesty in right of Canada and exercising the powers thereof (hereinafter referred to as “Owner”) invites you to submit a Qualification File under Call for Qualification No 35000/Original Champlain Bridge and Ice Control Structure, Construction Work to maintain the Infrastructures (2018-2021). The Owner does not intend (but reserves the right) to issue other calls for qualification in the period during which the List of Qualified Contractors is valid.
This Call for Qualification is the first step in the Owner’s procurement process for the provision, for a three-year (2018-2019, 2019-2020 and 2020-2021) period, of the construction services required for the maintenance of the original Champlain Bridge and of its Ice Control Structure, located in the Greater Montreal Area. Subject to the terms of the present Call for Qualification, only the Contractors registered on the Owner’s List of Qualified Contractors will subsequently be invited to submit tenders for the Construction Contracts covered by this Call for Qualification.
The Owner will select a minimum of three (3) and a maximum of five (5) Contractors. The Contractors thus selected will be those whose compliant Qualification File will have obtained the highest score (the selection will be made in descending order). In case of withdrawal of one or more Contractors from the List of Qualified Contractors in the period during which such list is valid, the Owner reserves the right to reopen said list and to add one or more Qualified Contractors without, however, exceeding the maximum number of five (5) Contractors. The Contractors added to the List of Qualified Contractors, if any, will be those whose compliant Qualification File has, under this Call for Qualification or following a new call for qualification that was subject to the same conditions, obtained the highest score. If less than three (3) Contractors are listed on the List of Qualified Contractors in the period during which such list is valid, the Owner reserves the right to maintain the List of Qualified Contractors and to invite only the Qualified Contractors listed on said list to submit tenders for the Construction Contracts covered by this Call for Qualification. The Owner also reserves the right to proceed, at any time, by a new call for qualification or by a public call for tenders.
This Call for Qualification is subject to Chapter 5 Government Procurement, of the Canadian Free Trade Agreement and to Chapter 19 Government Procurement, of the Comprehensive Economic and Trade Agreement.
As part of its mission, the Owner operates, manages, monitors, builds, restores, maintains and repairs most bridges, roads and tunnels of federal jurisdiction located in the Greater Montreal area. However, this Call for Qualification only covers the maintenance of the original Champlain Bridge and of its Ice Control Structure.
The Call for Qualification No 35000 Documents are available through “MERX” Private Tenders at http://www.merx.com/pjcci, at the following costs, which are payable by credit card directly to MERX:
- for those who do not hold a subscription giving access to the Owner’s tender documents on MERX: $25.00 per call for qualification for downloading the Call for Qualification Documents. For addenda, the costs are $4.95 per month for the duration of the Call for Qualification, $2.00 per call for qualification and $0.12 per page for automatic email delivery;
- for those who hold a subscription giving access to the Owner’s tender documents on MERX: free download of the Call for Qualification Documents. For addenda, the costs are $2.00 per call for qualification and $0.12 per page for automatic email delivery.
The submission of a Qualification File constitutes an assertion that the Respondent has read all the Call for Qualification Documents and agrees to the conditions therein set forth.
Procurement strategy: the Qualification Files that have obtained the highest score, subject to the conditions of the Call for Qualification.
The deadline for receipt of the Qualification Files is Tuesday, May 29th, 2018, at 3:00 p.m. Eastern Daylight Time (EDT).
Please complete Section 4 “Qualification File Forms” according to the “Instructions to Respondents” (Section 2).
Please return your Qualification File in six (6) copies, each inserted into one (1) sealed envelope marked “Qualification File”, on which shall be affixed the label provided for this purpose by the Owner, at the address below which is the one and only address for the receipt of the Qualification Files.

No Qualification File received after the above-mentioned closing date and time will be accepted. The time and date of receipt of a Qualification File will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope. However, the Owner will not penalize the Respondent whose Qualification File is received after the closing date and time if the delay is attributable solely to the Owner.
The Respondent may submit its Qualification File in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any Qualification File, notably if the Owner determines that it is not in the public interest to do so.
